RECOMMENDED ACTION
Council adopt the resolution.
SUMMARY
Tosupportimplementationofvariousclimateactionandenergyconservationinitiatives,staffis
requestingtwobudgetamendmentstothePublicWorks-ConservationSectionbudget.First,staffis
requestinganappropriationof$12,000inSanDiegoGas&Electricincentivesforgreenhousegas
inventorypreparation.Secondly,staffisrequestinganappropriationof$1,118inCoolCalifornia
ChallengeprizefundingtosupportfurthercommunityparticipationintheCity’senergyefficiencyand
sustainability programs.
ENVIRONMENTAL REVIEW
TheDevelopmentServicesDirectorhasreviewedtheproposedactivityforcompliancewiththe
CaliforniaEnvironmentalQualityAct(CEQA)andhasdeterminedthattheproposedaction(s)
qualifiesforaClass8categoricalexemptionpursuanttoSection15308\[ActionsbyRegulatory
AgenciesforProtectionoftheEnvironment\]oftheStateCEQAGuidelinesbecausetheenergyand
watersavingsresultingfromtheenvironmentalinitiativeswillcontributetoreducingChulaVista's
greenhousegasor"carbon"emissions,thusimprovingairquality.Therefore,nofurtherCEQA
environmental review is required.

DISCUSSION
Staffisrequestingtwobudgetamendmentsinordertosupportimplementationofvariousclimate
actionandenergyconservationinitiatives.Thefirstbudgetamendmentwouldappropriate$12,000in
unanticipatedrevenuefromSanDiegoGas&Electric(SDG&E)CoolPlanetProgramincentivesto
thePublicWorks-ConservationSectionbudget.TheCoolPlanetProgramreimburseslocal
agenciesandbusinessesforcostsassociatedwithpreparingandverifyingtheirgreenhousegas
emissioninventoriesthroughTheClimateRegistry.InJanuary,theCitysuccessfullycompletedits
2012GreenhouseGasEmissionsInventoryandnowplanstopursuethird-partyverificationand
public disclosure of its inventory results.

Thesecondbudgetamendmentwouldappropriate$1,118inunanticipatedrevenuefromCool
CaliforniaChallengeprizefundingtothePublicWorks-ConservationSectionbudget.TheCool
CaliforniaChallenge,sponsoredbytheCaliforniaAirResourcesBoardandtheUniversityof
CaliforniaBerkeley,isdesignedtorecognizecommunitiesfortheirsustainabilityaccomplishments.
Eachcommunityearnspointswhenitsresidentsandbusinessessign-upthroughtheCoolCalifornia
webportal(www.coolcalifornia.org/community-challenge)andsuccessfullyimplementsustainable
practicessuchasreducingtheirenergyuseorusingalternativecommuteoptions.Aspartofits
participation,theCityofChulaVistawasawarded$1,118inprizefundingduringthefirststageofthe
statewidecompetition.Theappropriatedfundswouldsupportcommunityenergyandsustainability
initiatives that would help Chula Vista earn additional competition points.
DECISION-MAKER CONFLICT
Staffhasreviewedthedecisioncontemplatedbythisactionandhasdeterminedthatitisnotsite
specificandconsequently,the500-footrulefoundinCaliforniaCodeofRegulationssection18704.2
(a)(1),isnotapplicabletothisdecision.Staffisnotindependentlyaware,andhasnotbeeninformed
byanyCityCouncilmember,ofanyotherfactthatmayconstituteabasisforadecisionmaker
conflict of interest in this matter.
LINK TO STRATEGIC GOALS
TheCity’sStrategicPlanhasfivemajorgoals:OperationalExcellence,EconomicVitality,Healthy
Community,StrongandSecureNeighborhoodsandaConnectedCommunity.Thetwobudget
amendmentswillsupporttheHealthyCommunitygoalbyhelpingtheCitydesignandimplement
innovative sustainability programs in the community.
CURRENT YEAR FISCAL IMPACT
The $13,118 total appropriation has no net-impact to the General Fund, because these one-time
revenues will offset the one-time expenditures.
ONGOING FISCAL IMPACT
The proposed appropriations to the General Fund are a one-time activity, so there are no ongoing
fiscal impacts associated with these budget amendments.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AMENDING THE CONSERVATION
APPROPRIATE $12,000 IN SAN DIEGO GAS & ELECTRIC
COOL PLANET INCENTIVES TO SUPPORT THIRD-PARTY
VERIFI
EMISSIONS INVENTORY AND (2) TO APPROPRIATE $1,118
IN COOL CALIFORNIA CHALLENGE PRIZE FUNDING TO
SUPPORT COMMUNITY ENERGY EFFICIENCY SERVICES
WHEREAS, City staff is requesting two budget amendments in order to support
implementation of various climate action and energy conservation initiatives;
WHEREAS, the first budget amendment would appropriate $12,000 in unanticipated
revenue from San Diego Gas & Electric (SDG&E) Cool Planet Program incentives to the Public
Works - Conservation Section budget;
WHEREAS, the Cool Planet Program reimburses local agencies and businesses for costs
associated with preparing and verifying their greenhouse gas emission inventories through The
Climate Registry;
WHEREAS, the second budget amendment would appropriate $1,118 in unanticipated
revenue from Cool California Challenge prize funding to the Public Works Conservation
Section budget;
WHEREAS, the Cool California Challenge is designed to recognize communities for
their sustainability accomplishments and each community earns points when its residents and
businesses sign-up through the Cool California web portal and successfully implement
sustainable practices such as reducing their energy use or using alternative commute options.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it appropriates $12,000 in San Diego Gas & Electric Cool Planet incentives and
$1,118
