RESOLUTION OF THE CITY COUTICIL OF THE CITY OF
CHULA VIST.A APPROVIt�G THE APPOIT'TMET�'T OF
THREE DISTRICTII�'G COA�II�4ISSION MEMBERS.
PURSU?._NT TO CHARTER SECT]ON 300.�.D
V�'HEREAS, the Cin Charter �vas amended in 2012 to pro�ide that the Cin� Council
members would be elected bv-district. rather than at-lazee, be2innine «�ith the 2016 election
c��cle: and �
V�'HEREAS. Charter Section 300.� mandates the establishment of a Districtine
Commission to recommend for Citv Council appro�-al a Districtine Plan establishing four
Council districts: and
W'HEREAS. in an effort to have the Council districts determined sufficie�th� in ad��ance
of the 2016 elections, Citv staff has beQun the process of establishine the Districting
Commission: and
�'HEREAS; the process for selection Districting Commission members began N�ith the
solicitation of applications: and
A'HEREAS. the Cit}� recei��ed 2� applications ��hich met the minimum qualifications;
and
WHEREAS, pursuant to the Charter, the Charter Re��ie��� Commission (`CRC") then
undertook the task of selectin� the ten most qualified applicants; and
WHEREAS. the CRC re��ie���ed the applications, considered input from City Human
Resources staff on the Cit��'s most recent census data regarding the Citp's ethnic, raciai and
gender diversit��; recei�•ed information from GIS staff resarding the applicants` oeoeraphic area
of residence, and recei��ed public comment; and
«�HEREAS: it then invited 17 applicants to attend a CRC meetine and provide oral
statements: and
WHEREAS, from those; the CRC selected the final pool of ten candidates, at the CRC
meetine on Julv 30. 2014: and
\�'HEREAS. pursuant to the procedures set forth in Section 300.� and Chula \rista
Municipal Code section 2.�1, the Cin� Clerk then randomlv selected four of the candidates: Rita
Buencamino-Andre«�s. Dr. John Kore�-. Revmond Monzon and \4jilliam Richter: and
VdHEREAS, those four candidates �rere s«�om-in as the first Districtine Commission
members: and

WHEREAS, the initial Districtine Commission of four members is tasked with selecting
the final three members from among the sia remaining candidates in the pool of ten; and
WHEREAS. afrer selection by the Districting Commission, those final three members
shall then be approved b� the City Council, unless the City Council finds by at ]east four (4)
affirmative votes that the approval of one or more of the nominees would be inconsistent with
the aoals enumerated in the Charter: and
WHEREAS; appointment of the recommended candidates will be accomplished by a
majority vote of the Cih� Council; and
WHEREAS. if. for some reason, four members of the Citv Council determine that
appointment of anv one of the nominees would be inconsistent with the Charter`s enumerated
goals, the Council must approve one of the remaining candidates at its next meetine, afrer
reviewin� the applications of the remaining three candidates; and
WHEREAS, in accordance with the Charier and the Municipal Code, the Districting
Commission met on August 6, 2014, at a public meeting; and
WHEREAS. thev reviewed the applications of the remaining six candidates, received
input from the City staff regarding the Cin� s census data, and the ethnic, gender and geoeraphic
information of the candidates; and considered public comment; and
WHEREAS; they then selected the following three candidates: Patricia Chavez. Cherv]
Goddard and Jerome Torres: and
WHEREAS, the Districtine Commission has submitted the three selected candidates to
the Cin� Council for approval; andy
WHEREAS, once the three candidates are approved for appointment, the full
Commission can begin its task of identifying proposed district boundaries for recommendation to
the Citv Council.
NOW; THEREFORE. BE IT RESOLVED by the City Council of the City of Chula
Vista, that it does herebv approve the appointment of Patricia Chavez; Cheryl Goddard and
Jerome Torres to the Districtine Commission.
