HomeMy WebLinkAboutReso 2014-135 RESOLliT10N NO. 201�-13� RESOLUTION OF THE CITI' COUNCIL OF THE CITl' OF CHULA �'ISTA ACCEPTITvG THE 201� WASTEVdATER A4ASTER PLA?� UPDATE l�'HEREAS, the Cin-'s �'astewater Master Plan pro��ides a comprehensive revie�v and e��aluation of the Ciri� of Chula \%ista-s ���asteN�ater collection. com�e��ance and treatment capacity requirements under existins and ultimate Cit�� build out conditions; and W'HEREAS. the current Wastewater Master Plan (`V�'?�4P") N�as prepared in 200�; and WHEREAS. the 200� W"I�4P analvzed the Cirv`s waste�;�ater collection s.�stem and infrastrucrure's abilih� to support the City for the next 16 }�ears; and WHEREAS: since that time. the Cit�� has had various chanees in planned development and has reduced flo���s due to ���ater consen�ation efforts: both of���hich have impacted the Cit��'s «�aste���ater: resultino in the need to update the City's WMP: and V�'HERE.AS; the Cirv retained Infrastructure Engineerine Corporation; Inc.(`Infrastrucmre `) to update the V�'�4P and conduct studies necessar}� to detertnine the direct and indirect costs associated ���ith ��arious administrative and reeulaton� acti��ities conducted b�� the Citv �tiastewater Di��ision; and � WHEREAS. Infrastructure prepared the "Cit}� of Chula Vista �'aste���ater Collection S��stem Master Plan,° dated Ma}� 2014_ (the "V�'A4P Update`) and the purpose of the \�'1��IP Update is to re-evaluate the s��stem capacity throueh year 20�0. assess the condition of existing lift stations, e��aluate the treatment capacity alternatives, de��elop a capital improvement plan (CIP) for rehabilitation and e�pansion of the collection s��stem and treatment altematives; and recommend a re��ised capacity fee for ne���development H�ithin the Cin�_ and N'HEREAS. specific recommendations for pipeline replacements: lift station facilities and treatment capacit}� ��ill be made in �-�=ear increments, and the 38-}�ear C[P includes the recommended s��stem improvements to address existing and projected capacit�� constraints as ���ell as the acquisition of additional regional treatment capacity, and forms the basis for the updated capacity fee and capital facilities financin� plan and will be used in �+�aste�vater rate e��aluations to be completed in separate financial studies: and \�'HEREAS; the WMP Update includes specific recommendations for an updated Se���erase Capacit}� charee and modified Waste�vater Unit Generation Rates; ���hich proposed fees and chaz�es do not exceed the reasonable cost of providing the associated sen�ices.
