Mayor Cox stated that Councilmember Bensoussan would abstain from voting on Item 6 due to a potential business-related conFlict of interest 1. 14-0381 APPROVAL OF MINUTES of May 20, 2014. Recommended Action: Council approve the minutes. 2. 14-0321 RESOLUTION NO. 2014-104 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE DESIGN/BUILD AGREEMENT WITH BALFOUR BEATTY CONSTRUCTION FOR THE DESIGN AND CONSTRUCTION OF IMPROVEMENTS AT THE ANIMAL CARE FACILITY AND AMENDING THE GENERAL FUND TO REFLECT AN APPROPRIATION OF $34,186 TO CIP GG221 (4!5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. 3. 14-0322 RESOLUTION NO. 2014-105 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT WITH PFM ASSET MANAGEMENT LLC TO PROVIDE INVESTMENT MANAGEMENT SERVICES AND AUTHORIZING THE CITY MANAGER TO EXERCISE TWO ONE-YEAR OPTIONS TO EXTEND THE AGREEMENT Recommended Action: Council adopt the resolution. 4. 14-0346 A. RESOLUTION NO. 2014-007 OF THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA ADOPTING THE OPERATING BUDGETS FOR THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY FOR FISCAL YEAR 2014-15 AND APPROPRIATING FUNDS FOR THE FISCAL YEAR ENDING JUNE 30, 2015 H. ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHULA VISTA MUNICIPAL CODE SECTION 2.05.010 RELATING TO THE ESTABLISHMENT OF UNCLASSIFIED POSITIONS TO ADD FINANCE MANAGER AND PLANNING MANAGER AND ELIMINATE THE POSITION TITLES OF ASSISTANT DIRECTOR OF INFORMATION TECHNOLOGY SERVICES, FISCAL OPERATIONS MANAGER, AND ADVANCED PLANNING MANAGER (FIRST READING) (4/5 VOTE REQUIRED) Notice o/ the hearing was given in accortiance with legal requiiements, and the heanng was held on the date and no earlier than the time specified in the notice. There was consensus of the Council to reduce the transfer to the Public Liabiliry Fund by $15,000 and inGude $75,000 in the fiscal year 2014-15 6udget to hire a professional oryanization to pursue reinstituting the annual StaAight Parade, with the agreement that the subcommittee would raise funds to match City spending lor the event. Mayor Cox opened the public hearing. The2 being no members of the public who wished to speak, Mayor Cox closed the public hea�ng. Mayor Cox stated that Deputy Mayo� Aguilar, Councilmember Salas, and Councilmem6er Bensoussan would abstain from voting on Items 78, 7C. and 7D, respectively, due to potential propeRy-related conFlicts o/inte2st. ACTION: A motion was made by Mayor Cox, seconded by Deputy Mayor Aguilar, that City Council Resolution Nos. 2074-110and 2014-774, Housing Authority Resolution No. 2074-003, and Successor Agency to the Redevelopment Agency Resolution No. 2014-007 be adopted, and the above ordinance be placed on first reading, headings read,text waived. Mayor Cox opened the public hearing and continued the hearing to the Council meeting of July 8. 2014. ACTION ITEMS 8. 14-0308 RESOLUTION NO. 2014-123 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE MAYOR TO ENTER INTO A RESTATED AND AMENDED LAND OFFER AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND SSBT LCRE V. LLC; FOR CONVEYANCE OF 128.6 ACRES TO THE CITY FOR UNIVERSITY PARK AND INNOVATION DISTRICT DEVELOPMENT Mayor Cox announced that Item 8 would be continued to a future meeting o/the City Council. CITY MANAGER'S REPORTS City Manager Sandoval recognized City employees for their dedicaled work He spoke 2garding his vison forthe future olChula Vista City ol Chu/a Vista Page 6 City Council Meeting Minutes June 17, 2014 MAYOR'S REPORTS Mayor Cox announced that Chula Vista residents Aimee Mderson and Jose Barajas would be contestants on the 2ality show The Next Great Baker. She also stated that there would 6e no mee5ng 01 the Councrl on June 24, or July 1. 2014, and encouraged safe celebrating on Independence Day. COUNCILMEMBERS' COMMENTS Councilmember Bensoussan announced an upc�oming Chula Vista Charitable Foundation fundraiser on June 18, 2074. At the request of Councilmember Bensoussan, there was consensus of the Coundl to add an item to the Council Meeting agenda ol July 8, 2074 to consider the reappointment o/ Ann Mooie to the San Diego Board of Port Commissioners for the term beginning January 2015. Councilmember Ramirez spoke regarding a potential walking treil around the San Diego Country Clu6. Councilmember Salas announced an upcoming community forum hosted by the Water Task Force Council subcommittee on June 23, 2074, on the topic of preventing fire during the current drought. At the 2quest ol Deputy Mayor Aguilar, there was consensus o/ a majority o( the Council to direct staB to place a high pnority on considering incieases to employee compensation in the event that future quaReAy budget reports show unanticrpated revenue.
