ITEM EXPLANATION
Area E - Approximately 12.5 acres of property located south of Quintard between First
Avenue and Hilltop Drive.
a. With the exception of one lot fronting on Tobias, the entire 12. 5 acres is
developed with single family attached housing; the one exception is a 70'x200' lot
containing one single family dwelling.
b. The area abuts a variety of zones ranging from R-2, R-3, R-3-G and C-N. The
present R-3-G-D zoning was placed on the property in 1968. The subsequent development
of the area with single family attached dwellings occurred through the variance and
conditional use permit procedures since the R-2-T zoning was not created at that time.
c. GJith the creation of the R-2-T zone which is designed to accortunodate single
family attached units, it is appropriate to rezone the existing development to the
propert zoning designation.

BOARD/COMMISSION RECOMMENDATION�
On August 9, 1976 the Planning Comnission voted 6-0 recortunending that the City
Council approve the rezoning of approzimately 12.5 acres located south of Quintard
Street between Hilltop Drive and First Avenue from R-3-G-D to R-2-T in accordance with
Resolution PCZ-76-K(3). (Areas labeled E on attached locator exhibit. )

was reconunence y tie nvironmental Review Committee of the City of Chula Vista.
The p1-oject is described as follows: The rezoning of certain areas north
and south of Quintard Street between Hi top Drive an First Ave. ,
� from R-3-G-P to R- , R- -T or R-3-L-P. See attac e p at

It is the finding of the Environmental Revie�a Cormnittee that the project will not
haYe a significant effect on the environment for the following reasons:
1. This area is in a substantially urbanized are of Chula
Vista and is void of any significant natural resources . The
proposed reduction of density will result in a less severe impact
on the urban support system; however, the allowed development
(or its occupance) should be delayed until adeq�ate sewer capacity
is available.
2. The project conforms to all the long range objectives of
the City of Chula Vista and r�ill not therefore achieve any
short term goals to the disadvantage of long term goals .
3. The project does not involve the installation of any �
facilities that r�ould directly induce secondary development.
The tax of the urban utility support system would be reduced
- with implementation of the project.
4. There are no impacts that will result from the project or
its location that will result in the emission of any hazardous
substances or pollutant that will cause a substantial adverse
effect on human beings.
� NOTE: This environmental analysis is limited to the consideration
of a proposed doc,m zoning of the project site and does not cover
precise development plans.
Project Perspective
A. The elementary and junior high schools are currently
over-populated- in the subject area and will continue to
be so burdened in the future as a result of residential
growth until such time as the school districts deem
additional facilities necessary and funding is appropriated.
B. Park district No. 6 . 05 is void of any substantial
neighborhood park facilities and as the local population
increases so does the need for adequate parklands . In
an effort to provide neighborhood park facilities the
- City staff is currently investigating the possible develop-
ment of San Diego Gas � Electric Company ' s easement . .

THE CITY COUNCIL THE CHAfJGE OF ZOi�E FOR APPROXIIMTELY 12.5 ACRES
LOCATED SOUTH OF QUI��TARD STREET BETtJEEN HiLLTOP DR1VE AND
FIRST AVENUE FROM R-3-G-D TO R-2-T
WHEREAS, the City Louncil referred to the City Planning Co�rvnission for
consideration the rezoning of various properties in the vicinity of Quintard
. Street between Hi7ltop Drive and First Avenue, and
WHEREAS, Initial Study IS-76-50, conducted by the Environmental Review
Committee, concluded on August 5, 1976 that therc would be no significant
adverse environmental impact as the result of this rezoning action, and
WHEREAS, the City Planning Comnission set the time and place for a hearing
on said zone change, and notice of said hearing, together with its purpose, was
given by the publication in a newspaper of g2neral circulation in the City at
� least 10 days prior to the date of said hearing, and
• 61HEREAS, a hearing was held at the tine and place as advertised, namely
7:00 p.m. , August 9, 1916, before the Planning Cormnission and said hearing was
thereafter closed.
�0+1 THEREFORE BE IT RFSOLVED AS FOLLOWS:
1. From facts presented to the Correnission, the Comnission finds that public
necessity, convenience, general welfare and good zoning practice require the
. change of zone for approximately 12.5 acres located south of Quintard Street
betrieen Hilltop Drive and First Avenue (areas designated E on attached plat) from
_ R-3-G-D to R-2-T.
2. The findings of fact in support of said determination are as fol-lows:
a. With the exception of one lot fronting on Tobias, the entire
72.5 acres is developed with single family attached housing as
permitted in the R-2-T zone.
b. Development of the area with single family attached dwellings occurred
� under R-3-G-D zoning through the variance and conditional use permit
pro[edures before R-2-T zoning was enacted.
c. It is appropriate to rezone the existing development to the proper
zoning designation for the use.
3. The Planning Coimnission recoRanends to the City Council that said change
of zone be granted.
� 4. That this resolution be transmitted to the City Louncil .
