( ITEM EXPLANATION
A. BACKGROUND
On July 13 Council directed staff to bring back a resolution establishing a moratorium
on properties in the R-3-G-P zone on the north side of Quintard Street on either side
of Tobias Drive and on properties in the R-3-G-D zone on the south side of Quintard
Street between First Avenue and Tobias Drive and on properties iiranediately north of the
SDG&E easement between First Avenue and Tobias Drive.
� Council also asked staff to define a moratorium area in the broader Castle Park community
both within the city limits and in the unincorporated area with a view toward asking the
Board of Supervisors to establish a moratorium in the unincorporated area. The purpose
of the moratorium is to permit study of the area to determine if streets, schools and
other public facilities are adequate to serve the population anticipated under the
present zoning.
B. MORATORIUM AREA
The recoimnended moratorium area includes both the unincorporated area and the city area
bounded by Naples Street, Hilltop Drive, Orange Avenue and Industrial Boulevard. Because
� the primary concern relates to multiple family construction, the resolution pertains
only to that type of development and would not prohibit the construction of single
family homes and additions thereto, accessory structures and non-residential uses such
as corunercial and industrial buildings , churches, etc.
