ITEM EXPLANATION� 1 . Certain single family residential neighborhoods within the Central Chula Vista cortununity are zoned R-3, and have experienced peicemeal apartment house development. This unplanned mixture of dwelling types and the resultant increase in residential density have had an erosive effect upon the residential enjoyment of the single family residents of the said neighborhoods. 2. The City Council has expressed concern over the aforementioned erosion of residential enjoyment, and has requested follow-up proposals on several measures recortunended by staff to help solve the "neighborhoods-in-transition" problem. These measures include the discouragement of premature replanning and rezoning of older stable single family residential neighborhoods for high density development. 3. The subject rezoning proposal is the second in a series of recortonended actions designed to rezone several sound, orderl:y;-, and stable "R-3" single family enclaves to "R-1 ", or other appropriate zone. . 4. The Environmental Review Coordinator has found that PCZ-76-H is categorically exempt from any environmental review requirements as a Class 3a exemption. 5. A petition in support of the proposed rezoning was submitted to the Planning Department. This petition contained the signatures of 59 property owners in the subject area. Adjacent zoning is R-3 with the land use consisting of a mixture of single family, duplex, and multiple family structures. 2. Land use on the 104 affected parcels: 97 parcels - single family dwellings 2 parcels - two family dwellings 2 parcels - one single family and one two family dwelling 3 parcels - t4ultiple family dwellings. 3. Dispersed multiple family development The cause of the present scatteration of multiple family development throughout the central Chula Vista area can be traced back to the late 1940's. At that time, such a large amount of land in the central area was zoned R?3 that even now only 30% of it is actually developed with multiple family uses. 4 , 4. Character of the Area a. The dwellings within this single family enclave are generally very well maintained and laridscaped, and represent a stable and orderly single family neighborhood. Orientation of the neighborhood is largely internal , with short local and cul -de-sac streets providing access to most dwellings. The minimal amount of two family and multiple family development within the neighborhood is low in profile and non-disruptive. b. Adjacent areas are currently in transition from single to multiple family use and are filling-in with multiple family structures. This development should have little if any adverse impact upon this single familya area, however, due to the afore- mentioned internal orientation of the neighborhood, and the separation from said transition areas by intervening streets. 1 ��� � . � . . . . . . �Q � � � � . . WHEREAS, follorting a siudy on neighborhoods in transition fro� single famiiy to multiple fanily development, the Lity Louncil directed that considera- tion be given to rezoning the area located south of "D" Stree[ between Fourth and Fifth qvenues fron R-3 to R-1, and - 1lHEREAS, the City Planning Co;`mission set the time and place for a hearing � on said zone change, and notice of said hearing, together with its purpase, rras 9iven by the publication in a neiaspaper of general cirtulation in the City at least 10 days prior to the date of said hearing, and , WHEREAS, a hearing r,as held at the time and place as advertised, nanely 7:00 p.n. on June 14, 1976, before the Planning Comnission znd said hearing was th=reafter ttosed, and h'HEREAS, it was deternired by the Environmen[al Review Coordinatcr that the proposed change of zone from R-3 to R-1 is categorically ezenpt fro,� any _ _ environmental review requirements as a C)ass 3a exemption. From facts presented to tfie Comnission, the Cn;renission finds that • publit necessity, convenience, general welfare and good zoning practice require . • the change of zone from R-3 to R-1 for approximately 18.5 acres located south ' of "D" Street betx•een Fourth and Fifth Avenues as shown on the attached plat. � 2. The findings of fact in suppert of said determination are as follows: _ a. The subject single family enclave is sound, orderly, and stable. Although confronted by multiple family residential incursions, these incursions have not adversely inpacted the involved single family residential fabric. � b. The R-7 zone will preserve a Cesirable single family neighborhood - and spare it a lengttry period of disruption and decline which has characterized seme of Chula Vista's older R-3 single family residential neighbarhoods. � c. Application of the R-1 zoning district regulations will irtiplement � the policies of the General Plan as the}• relate to the preservation and enhancenent of existing, sound residential areas.
