A. ITEM EXPLANATION
l . The applicant has requested rezoning of approximately 1 .2 acres of land located
on the east side of North Fourth Avenue south of Trousdale Drive fran C-C-F to
I-L-F (see locator) .
2. On May 25, 1976 the City Council approved an amendment to the General Plan
(GPA-76-2) changing the General Plan designation for this property from
"Retail Cortunercial" to "Research and Limited Industrial . "
3. An Initial Study (IS-76-10) of possible adverse environmental impacts of this
project PC?-76-D was conducted by the Environmental Review Cormnittee on February
19, 1976. The Committee concluded that there would be no significant effects
and made a draft Negative Declaration which was certified by the Planning Com-
mission on June 14, 1976.
B. ANALYSIS

2. The property consists of approximately 1 .2 acres of level land adjacent to I-L-F
zoned property. The property will be physically separated from the adjacent
cormnercial properties upon the improvement of Brisbane Street by the State
(Exhibit "A") and from a circulation standpoint will become an entry into the
Sweetwater Valley Industrial Park.

� It is the finding of the Environmental Review Cr.mittee tl�at the project will not
haVe a signiticant effect on the environment for the follo�aing reasons:
1. Hazards due to the location in a flood plain arc not
significant because of the lack of any new construction at
this time and the fact that this is a back�vatcr area . Standard
development regulations will insure that inundation will not
cause a substantial hazard and engineering practice will mitigate
. any liquefaction impact.
2. The proposed project conforms to all adopted long term
goals of the City of Chula Vista and therefore will not attain
short term goals to the disadvantage of long term goals .
3. The effects of the project are so trivial as to preclude
significant cumulative results .
q . There will be short term impacts due to construction
activities, however, long term effects of the project on human
beings will be insignificant or beneficial.
NOTE: This evaluation is limited �o the consideration of the �
proposed General Plan TriPn�ment, the rezoning , parcel map
and site plan and architectural review of parcel 1 of
said parcel map. . - '

WHEREAS, a duly verified application fcr change of zone was filed with the
Planninq Department by F. P. Phillips and R. A. Reynolds on Ftarch 22, i976,
- application I7o. PCZ-76-D, and .
NHEREAS, said application requested a change of zone for approximately
� 1.2 acres located at 71 North Fourth Avenue, more particulariy described in said
application, fron C-L-F to I-L-F, and
NHEREAS, the Planning Comnission set the time and place for a hearing on
said application, and notice of said hearing, together with its purpose, was
. given by the publication in a ne���spaper of gencral circulation in the City at _
least 10 days prior to the date of said hearing, and
� HHEREAS, a hearing was held at said timz and place, namely 7:00 p.m.,
- June 14, 1976, before the Planning Cortnission, and said hearing was [hereafter
ctosed.
.- . - IJ041 THEREFORE BE IT RESOU�ED AS FOLLO',lS: �
1. The Cornission finds that in accordance ��ith the Negative Declaration
- on 15-76-10 znd the findings stated therein, this change of zone rrill have no
' significant environnental inpacts, and certifies that the Negative Declaration
� � , k•as pr•epared in,accordance with CEQA, 1970, as amended.
' 2. Fran fatts presented to the Commission, the Cormission finds that
pu6lic necessity, convenience, general welfare and good zoning practice require
the thange of zone from C-C-F to I-L-F for approximately 1.2 acres located at .
71 I;orth Fourth Avenue.� �
3. The findings of fact in support of said deternination are as folloias:
� a. The I-L-F zone allor�s a variety of light industrial uses which are
. canpati6le with the adjoining land uses along Fourth Avenue and would
� � not tonstitute a detriment to those uses.
� b. TAe I-L-F zone is consistent with the General Plan designa[ior of
Research and Limited Industrial.
� 4- The Planning Comnission recwmends to the Lity Louncil that said
change of zone be approved.
5. That this resolution be transmitted to the City Council and a copy be
, transnitted to the ovmer of the property. -
