Surtmiary. After considering the two subject parcels, the Planning Cortunission directed staff to add other properties on H Street near the interchange to the overall rezoning program. These additional parcels will be presented to the Planning Cormiission on October 27, 1975 and the Cormnission 's reco�mnendation sent on to Counci9 at some later date. . The two parcels to be rezoned at H Street now are occupied with two duplexes. Since the property is zoned C-V and the commercial activity in the area will most likely cause these parcels to redevelop, the addition of the "P" zone is considered appropriate to deal with the following issues: control of access; and coordinated development of these small parcels. 2. Discussion. a. H Street at I-5 is developed in all four quadrants as shown on Exhibit C. This is the main entrance to Rohr Industries, whose address is listed as "the foot of H Street." � Of the four quadrants, those west of I-5 and West Bay Boulevard are considered stable-- in permanent parking (southwest) and a large building completed about three years ago (northwest). BOARD/COMMISSION RECOMMENDATION� The Planning Corrunission voted 6-0 on September 10, 1975 to: l . Certify the Negative Declaration on IS-75-46. 2. Reco�mnend that the City Council approve the rezoning of 0.27 acre properties located in the northeast quadrant of I-5 and H Steet from C-V to C-V-P in accordance with the findings and subject to the conditions set forth in Res. The northeast quadrant is considered transitional since it has two duplexes located in the C-V zone •fronting on Colorado Avenue. On the east side of Colorado is a service station located on four parcels. Should the property now in residential use be redeveloped, the access should be limited to Colorado, since a driveway to H Street would be only 150 ft. from the ramps to and from I-5 and about 75 ft. from the railroad crossing. c. The southeast quadrant presently contains two service stations which are relatively new, well maintained, and should be successful in the long term, considering their location. 3. Conclusion. Based on the foregoing analysis, it was the conclusion of the Planning Comnission that the "P" Precise Plan Modifying District should be applied to the two parcels zoned C-V, with duplexes, north of H Street and west of Colorado Avenue. 4. Initial Study. An Initial Study (IS-75-46) of possible adverse environmental impact of this rezoning was conducted by the Environmental Review Cononittee on July 17, 1975. The Corrunittee concluded that there would be no significant effects and made a draft Negative Declaration which is herewith forwarded for Council 's certification. S I 0 ' • ' RESOLUT[ON N0. PCZ-75-F(3) U � RESOLUTION OF THE CITY PLANP�ING COMMISSION RECOh�1ENDllv'G TO �/�'�I* �HE CITY COUfICIL THE CHANGE OF ZO��E FOR Tk'0 PARCELS LOCATED �� � NORTH OF H STREET, 4lEST OF COLORADO AVENUE, FR014 C-V TO C-V-P * , @, WHEREAS, the City Council of the City of Chula Vista directed that a . study be conducted of the zoning of all areas adjacent to freeway interchanges within the city, and WHEREAS, pursuant to that study an application was initiated by the City of Lhula Vista for a change of zone from C-V to C-V-P for 2 parcels located north of H Street, west of Colorado Avenue, and WHEREAS, the Planning Comnission set the time and place for a hearing on said application, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said Lime and place, namely 7:00 p.m. , August 27, 1975 and September 10, 1975, before the Planning Comnission, and said hearing was thereafter closed. . NOW THEREFORE BE 1T RESOLVED AS FOLLOtJS: 1. The Comnission finds that in accordance mith the f7egative Declaration on 15-75-46, the change of zone ��iill not have any significant impact on the environment, and certifies that the P;egative Declaration oias prepared in accordance with CEQA, 1970, as amended. 2. From facts presented to the Comnission, the Comnission finds that public necessity, convenience, general welfare and good zoning practice require the change of zone from C-V to C-V-P for to-+o parcels north of H Street, west of Colorado Avenue (shown on Exhibit C, attached), with development subject to approval of a precise plan conforming to the following criteria: , a. Access shall be limited to Colorado Avenue. b. The t�ao lots shall be consolidated into one lot for redevclopment. • c. Future signs alloo-ied in the C-V zone shall be oriented to H Street. . If more than one use is proposed, a coordinated sign program shall be required. All signs shall be shielded to minimize glare and exposure into the residential areas to the north. 3. The findings of fact in support of said determination are as follows: a. The teio lots are directly adjacent to H Street and the railroad crossing. It is important that access to these proper[ies be retained I on Colorado Avenue, as direct access to H Streel �•rould result in cross �� traffic turning movemen[s near the railroad crossing and ihe 1-5 ramps. . b. Due to the size of the lots, 7,000 sq. ft. each, it is appropriate to require the parcels to be consolidated into one; both lots are in the same ownership. 4. The Planning Comnission recomnends to the City Countil that said change of zone be approved. 5. That this resolution be transmitted to the City Council. .
