Sunenary and Discussion. The southwest quadrant of L Street and I-5 contains a 1 .95 acre parcel presently being used as a wrecking yard. Present access to the site is removed 200 feet from the south- bound onramp and, as such, presents no conflict with the onramp. Moss Street, between I-5 and West Bay Blvd. , has been vacated in conjunction with an industrial park complex to the south. The location of this parcel at the gateway to Chula Vista for motorists travelling south, indicates that particular attention be given to the architectural and landscaping treatment when and if the property redevelopes. 2. Conclusion. Based on the foregoing analysis it was the conclusion of the Planning Commission that the 1 .95 acre parcel west of I-5 and south of the interchange be rezoned from I to I-P. 3. Initial Study. An Initial Study (IS-75-48) of possible adverse environmental impact of this rezoning was conducted by the Environmental Review Cortonittee on July 17, 1975 and August 23, 1975. The Cortunittee concluded that there would be no significant effects and made a draft Negative Declaration, which is herewith forwarded for Council 's certification. RESOLUTiON OF THE CITY PLANHiNG LON�MISSION RECOPLMENDIIY, TO /' , THE L[TY COUNCIL THE CHANGE OF ZONE FOR 1.95 ACRES LOCATED iN THE SOUTHWEST QUADRANT OF I-5 AND L STREET FR�1 I TO I-P , 4MEREAS, THE Lity Council of the City of Lhula Vista directed that a study - be co�ucted of the zoning of aii areas adjacent to freeway interchanges within � the city, and NHEREAS, pursuant to that study an application was initiated by the City of thula VisU for a change of zone from I to I-P for 1 .95 acres in the southwest � quadrent of I-5 and L Street, and � � NHEREAS, the Planning Commission set the time and place for a hearing on said application, and notice of said hearing, together with its purpose. Nas given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., August 27, 1975 and September 10, 1975, before the Pianning Commission, and said hearing Nas thereafter closed. , NOW THEREFORE BE iT RESOLVED AS FOLLONS: 1. The Comnission finds that in accordance with the Negative Declaration on IS-75-48, the change of zone will not have any significant impact on the environ- ment, a�d certifies that the Negative Declaration was prepared in accordance with CEQA, 1970, as amended. _ � 2. From facts presented to the Lomnission, the Comnission finds that public netessity, tanvenience, general welfare and good zoning practice require the change of zone from I to I-P for 1.95 acres, located in the southwest quadrent of 1-5 and L Street (shown on Exhibit B, attathed), with developnent subject to � approval of a precise plan canforning to the following guidelines: a. Signs shall be ground cnnument type and shall be oriented to Bay Boulevard only; no freeway-oriented signs shall be allowed/ b. Landscaping and architectural treatment shall reflect the location of this parcel at a gateway entrence to the City. , 3. The findings of fact in support of said detertaination are as follows: Due to the proximity of this property to the I-5 interchange and the L Street gateway to the southern part of the City, it is inportant ' ' that the landscaping, architectural treatment, and signing program of redevelopment on the property be given special attention through ' - the precise plan process. � 4. The Planning Commission recommends to the City touncil that said � 0 thange of zone be approved. ( � 5. It is the finding of the Environmental Review Cor�nittee that the project will not haYe a significant effect on the environment for the follotaing reasons: � • a. The imposition of the precise plan requirements to the properties near these , interchanges constitutes a higher level of regulation than is currently carried , . out in the considerat-on of development plans. This higher level of regulation will insure that the long term protection and enhancement of the environment is maintained and the possibility of substantial adverse impacts due to development • of these properties is avoided. . b. This zone change is designed to implement long term goals of the City of � . Chula Vista and will not therefore attain short term to the disadvantage of long . term goals. • e. The impacts from this zone change, are so insignificant to preclude. any cululatively significant impacts. There are no growth inducing effPCts due tn •the project. . : ._ d. The imposition of these development regulations will insure less adverse � ' effects on human beings due to the development of these properties.
