ITEM EXPLANATION�
1 . Surmnary.
The 6.71 acres covered by this item involves 3 parcels under one ownership south of the
northbound offramp from I-5 to Industrial Boulevard. The land is presently in truck
crops and one single family home. Development issues are: control of access; coordinated
development; and the location of these properties at a gateway to Chula Vista.
2. Discussion.
The Planning Cormnission included these parcels into the interchanges program in view of
their location at one of the major gateway entrances to the city. The property is
presently being farmed with one single family dwelling located adjacent to Bay Boulevard.
Due to the proximity of the property with the I-5 offramp, the Planning Coimnission deemed
it necessary to control the number and location of access points onto Bay Boulevard.
3. Conclusion.
Based on the foregoing analysis it was the conclusion of the Planning Cortunission that
the 6.71 acres south of the interchange and east of I-5 be rezoned from I to I-P.
4. Initial Study.
An Initial Study (IS-75-48) of possible adverse environmental impact of this rezoning

BOARD/COMMISSION RECOMMENDATION�
The Planning Cormnission voted 6-0 on September 10, 1975 to:
1 . Certify the Negative Declaration on IS-75-48.
2. Recormnend that the City Council approve the rezoning of 6.71 acres of property
located on the southeast quadrant of I-5 and L Street from I to I-P in accordance
with the findings and subject to the conditions set forth in Res. PCZ-75-F (2c).

was conducted by the Environmental Review Committee on July 17, 1975 and August 28, 1975.
The Cormnittee concluded that there would be no significant effects and made a draft
Negative Declaration, which is herewith forwarded for Council 's certification.

THE C[TY COUNCIL THE CHA�IGE OF ZONE FOR 6.71 ACRES LOCATED

. WHEREAS, the City Council of the City of Chula Vista directed that a study
be conducted of the zoning of all areas adjacent to freeway interchanges within
� the city, and
WHEREAS, pursuant to that study an application was initiated by the City of
Chula Vista for a change of zone from I to [-P for 6.71 acres lying south of
the northbound offramp of I-5 at L Street, and
� WHEREAS, the Planning Comnission set the time and place for a hearing on
said application, and notice of said hearing, together with its purpose, was
given by the publication in a newspaper of general circulation in the City at
least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.,
August 27, 1975 and September 10, 1975,, before the Planning Comnission, and said
. hearing was thereafter closed.
NOW THEREfORE BE IT RESOLVED AS FOLLOWS:
l. The Comnission finds that in accordance with the Negative Declaration
on IS-75-48, the change of zone will not have any significant impact on the environ-
ment, and certifies that the Negative Declaration was prepared in accordance with
, CEQA, 1910, as amended.
2. Fram facts presented to the Lomnission, the Comnission finds that public
necessity, convenience, general welfare and good zoning practice require the
change of zone from I to [-P for 6.71 acres, located south of the northbound
� offramp of I-5 (shown on Exhibit B, attached), with development subject to
submission of a precise plan to conform to the following guidelines:
a. If all three parcels are developed in a consolidated fashion, the
improvement of hbss Street may be waived and the street vacated at the
� discretion of the City Engineer.
, b. Concurrent with development of the southernmost parcel , a 6 ft.
solid masonry zoning wall shall be constructed along the southerly
, property line.
c. -Architectural theme of future buildings shall be coordinated.
d. Landscaping of the site and adjacent public right of way shall

� (v reflect the location of these properties at a gateway entrance to the
City.
e. Freestanding signs shall be limited to ground monument signs
. oriented towards Industrial 8oulevard. A coordinated sign program
shall be drawn up for the various parcels. No freeway oriented
freestanding signs shall be allowed. A planned sign program may
be undertaken pursuant to Sec. 19.60.490 of the Chula Vista
Municipal Code.
3. The findings of fact in support of said determination are as follows:
a. Due to the proximity of these properties to the f-5 northbound
offramp, it is essential that the location and number of access
points be controlled. Since L Street is a gateway to the southern
part of the City, it is important to revieo-i the landscaping, architec-
tural treatment, and signing program of new developments on this site.
b. There are 3 parcels involved; two or more land uses could be
accommodated on these properties. It is important to establish
. criteria for an overall precise plan, coordinated access, and a coor-
� d�nated landscaping and signing program, as well as reviewing th?
architectural harmony of different land uses on the same property.
These properties should be considered single units of development.
4. The Planning Commission recommends to the City �ouncil that said
change of zone be approved.
5. That this resolution be transmitted to the City Council.

� It is the finding of the Environmental Re•riew Camnittee that the project will not
haYe a significant effect on the environment for the follo:ving reasons:
a. The imposition of the precise plan requirements to the properties near these
, interchanges constitutes a higher level of regulation than is currently carried
, .. out in the considerat-on of development plans. This higher level of regulation
will insure that the long term protection and enhancement of the environment is
maintained and the possibility of substantial adverse impacts due to development •
of these properties is avoided.
b. This zone change is designed to implement long term goals of the City of .
Chula Vista and �aill not therefore attain .short term to the disadvantage of long
• . term goals.
e. The impacts from this zone change, are so insignificant to preclude. any
cululatively significant impacts. There are no growth inducing effPCts due to
•the project. , : ..
� d. The imposition of these development regulations w.ill insure less adverse • �
effects on human beings due to the development of these properties.
