Su�nary. The 3.75 acres covered by this item involves a parcel of land south of L Street which is partially developed with a boat sales operation and an industrial building. About 2 acres is undeveloped. Issues to be covered by the "P" zone are: control of access; coordinated development on the undeveloped portion; and the location of the property at a gateway to Chula Vista. 2. Discussion. a. As indicated in the previous item the interchange at L Street and I:-5 is unique by virtue of the offset in the interchange and the bridge. This offset causes all northbound incoming and outgoing traffic on L Street to pass the subject property (latest traffic count shows 10,000+ cars per day). b. This quadrant contains a former service station site now being used as a boat sales facility, a small light industrial building, and 2 acres of vacant property zoned I-L; and 6.71 acres of I zoned property lying south of the northbound offramp. The latter parcels are presently in crops. Irmnediately further south, on R-3 zoned property, there is a mobile home park. The zoning in this quadrant conforms to the General Plan. The two major problems in this area which call for the "P" District are: access in relation to the freeway ramps; and the need for coordinated development of the various parcels. BOARO/COMMISSION RECOMMENDATION� The Planning Co�nission voted 5-1 on September 10, 1975 to: 1 . Certify the Negative Declaration on IS-75-48. 2. Recortonend that the City Council approve the rezoning of 3.75 acres of property in the southeast quadrant of I-5 and L Street, from I-L to I-L-P in accordance with the fin ngs and subject to the conditions set forth in Res. Based on the foregoing analysis it was the conclusion of the Planning Comnission that the 3.75 acre parcels south of L Street should be rezoned from [-L to I-L-P. 4. Initial Study. An Initial Study (IS-75-48) of possible adverse environmental impact of this rezoning was conducted by the Environmental Review Comnittee on July 17, 1975 and August 28, 1975. The Comnittee concluded that there would be no significant effects and made a draft Negative Declaration, which is herewith forwarded for Council 's certification. i �� �4 � , �.. �� RESOLUTION tJO. SOUTH OF L STREET, EAST QF !-5, FROM I-L to I-I-P � , WHEREAS, the City Councii of the City of Chula Vista directed that a study be conducted of the zoning of all areas adjacent to freeway interchanges within the city,, and WHEREAS, pursuant to that study an application was initiated by the City of Chula Vista for a chan9e of zone from I-L to f-L-P for a 3.75 acre site, consisting of tN•o parcels, south of L Street, east of 1-5, and WHEREAS, the Planni�g Connission set the time and place for a hearing on said application, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. , August 27, 1975 and September 10, 1975, before the Planning Cortmission, and said , hearing was thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLO'dS: 1 . The Coimnission finds that in accordance with the Negative Declaratinn on IS-75-48, the change of zone will not have any significant impact on the environ- ment, and certifies that the Negative Declaration was prepared in accordance with CEQA, 1970, as amendeG. 2. From facts presented to the Comnission, the Comnission finds that public necessity, convenience, general welfare and good zoning practice require the change of zone from I-L to i-L-P for 3.75 acres located south of L Street, east of I-5 (shown on Exhibit B, attached), with development subject to a precise plan conforming to the following criteria: a. Access to the property shall be a maximum of two driveways in � addition to three existing driveways serving the industrial building � 1 - � ' and boat sales facility. No access shall be allowed onto L Street. The �_ � , \ number of driveways may be increased if justified by the precise plan and - � upon approval of the City Traffic Engineer. �' b. Landscaping of undeveloped portion of the property shall be coordin- � � � ated eiith landscaping existing in front of the industrial building. c. Due to the proximity of these properties to the 1-5 northbound onranp, it is essential that the location and number of access points be controlled. Since L Street is a gateway to the southern part of the City, it is important to review the landscaping, architectural treatment, tnd signing program of new developments on this site. b. There are 2 parcels involved; two or more land uses could be accommodated on these properties. It is important to establish criteria for an overall precise plan, coordinated access, and a coordinated landscaping and signing program, as well as reviewing the architectural harmony of diiferent land uses on the same property. These properties should be considered single units of development. , 4. The Planning Comnission recortunends to the Lity Council that said change of zone be approved. 5. The imposition of the precise plan requirements to the properties near these , interchanges constitutes a higher level of regulation than is currently carried , . out in the considerat-on of development plans. This higher level of regulation � will insure� that the long term protection and enhancement of the environment is maintained and the possibility of substantial adverse impacts due to development � of these properties is avoided. b. This zone change is designed to implement long term goals of the City of . Chula Vista and will not therefore attain short term to the disadvantage of long . term goals. � e. The impacts from this zone change, are so insignificant to preclude any cululatively significant impacts. There are no growth inducing effects riue to •the project. . : .. � d. The imposition of these development regulations will insure less adverse ' ' effects on human beings due to the development of these properties.
