ITEM EXPLANATION=
1 . Surtunary.
Four parcels totalling 0.9 acre are proposed to be rezoned from C-T to C-T-P. They
' are in the southeast quadrant and contain a service station, one small vacant parcel , and
a portion of a mobile home park. Issues addressed by the precise plan are: (a) coordinated
access; and (b) coordinated redevelopment of the parcels.
2. Discussion.
a. The Palomar interchange with I-5 is comprised of a variety of land uses, resulting
primarily from a lack of comprehensive planning in the past years prior to the City's
annexation of the area in 1958-59. All quadrants except the southwest quadrant are in
the City of Chula Vista. The northeast quadrant, rezoned to I-L-P in July 1973, contains
a mixture of uses, including a machine shop, two service stations, a halfway house, a
restaurant, single family homes and duplexes, a recently completed industrial building,
and vacant properties.
Although the present land uses are incompatible, the existin9 I-L-P zoning should
correct this situation as various parcels develop or redevelop. Of all the interchanges
in the staff study, this northeast quadrant on Palomar is the classic example of the need
for consistent zoning and precise plan requirements.

b. The southeast quadrant land uses consist of two service stations, two single
family homes, several mobile homes, and duplexes. The residential uses are set back
from Palomar. The trend in the C-T-P zoned area is generally commercial . The parcels
on which t�ao single family dwellings are located, east of Frontage Road, are redevelopable
into comnercial use within the existing C-T-P zoning.
The four parcels lying on the island between Frontage Road and the offramp, presently
zoned C-T, could be redeveloped in the future. The mobile home park south of the service
station is herrnned in by streets; the property is. irregular in shape; and the living
environment has been adversely effected by the proximity of the freeway. Special access
and coordinated development requirements should be anticipated in this location.
c. The northwest quadrant is presently undeveloped. One parcel , comprising alrtrost
20 acres, is zoned I, is long and narrow (approximately 400 ft. wide and 2400 ft. long)
and runs north-south between "L" Street and Palomar Street. Access from this parcel
onto Palomar has been eliminated by the southbound offramp and State access rights. Proper
development of this quadrant should proceed without the necessity of special conditions.
d. The southwest quadrant is in the County and zoned M (comparable to the I zone) .
The dominant land use is presently single family dwellings. The southbound onramp access
rights prevent access to Palomar Street. Most of the homes are older and the area will
probably redevelop. This area is not included on the Chula 1lista General Plan, however,
the County's industrial zone appears logical for the following reasons:
(1 ) Isolated location at the end of Palomar.
(2) Adjacent uses on the tidelands are industrial (salt ponds, FMC Corp. ) .
(3) Good access to freeway on West Bay Boulevard.
3. Conclusion.
Based on the foregoing analysis, it was the Planning Cormnission's conclusion that the
"P" Precise Plan Modifying District need only be applied to the four parcels, totalling
0.9± acre, lying south of Palor.iar Street and between Frontage Road and I-5.
4. Initial Study.
An Initial Study (IS-75-44) of possible adverse environmental impacts of this rezoning,
PCZ-75-F(1 ), was conducted by the Environmental Review Correnittee on July 17, 1975. The
Corrmittee found there would be no significant effects and made a draft Negative Declaration
which is forwarded for certification.

WHEREAS, the City Council of the City of Chula Vista directed that a
study be conducted of the zoning of all areas adjacent to freeway interchanqes
within the city, and
41HEREAS, pursuant to that study an apnlication was initiated by the City
of Chula Vista for a change of zone from C-T to C-T-P for 0.9 acre, comprising
4 parcels, adjacent to the interchange of I-5 and Palomar Street, and
WHEREAS, the Planning Comnission set the time and place for a hearing on
said application, and notice of said hearing, together with its purpose, oias given
by the publication in a newspaper of general circulation in the City at least 10
days prior to the date of said hearing, and
. IdHEREAS, a hearing was held at said time and place, namely 7:00 p.m. ,
August 27, 1975 and September 10, 1975, before the Planning Co�rvnission, and said
hearing was thereafter closed.
' NO'd THEREFORE BE IT RESOLVED AS FOLLOWS:
1 . The Commission finds that in accordance with the Negative Declaration on
IS-75-44, the change of zone will not have any significant impact on the environ-
ment, and certifies that the Negative Declaration was prepared in accordance �aith
CEQA, 7970, as amended.
2. From facts presented to the Cortmission, the Cortmission finds that public
necessity, convenience, general welfare and good zoning practice require the
� change of zone from C-T to C-T-P for four parcels located in the southeast
quadrant of 1-5 and Palomar Street (shorm on Exhibit A, attached), with future
development subject to a precise plan conforming to the following criteria :
. a. Development of any one parcel to be included in a precise plan for
all four properties.
b. Access to the properties shall be from Frontage Road, except for
access to the service station fronting on Palomar Street.
c. Landscaping and architectural design shall be coordinated on the
four properties.
d. Prospective developers of any one of tlie four properties are

encouraged to consolidate the parcels.
3. The findings of fact in support of said determination are as follows:
. a. The four parcels are encompassed by i-5, Palomar Street and
Frontage Road; due to the triangular shape of the area, the small
parcel sizes, and the immediate proximity to a busy interchange, it is
important that future development be carefully planned in terms of
access and coordinated development.
b. The four parcels are under two ownerships; redevelopment of any
one of the parcels in the absence of an overall precise plan o-�ould
leave the remaining parcels with few options. All four parcels
should be considered as a single development unit.
4. The Planning Comnission recoimends to the City Council that said
change of zone be approved.
5. That this resolution be transmitted to the City Council .

It is the finding of the Environmental Revie�a Car�ittee that the project will not
haYe a significant effect on the environment for the following reasons:
a. The imposition of the precise plan requirem�nts to tlie properties near tli�se
interchanges constitutes a higher level of regulation tlian is currently carri�d
� out in the consiceration of develoa,;�nt plans. Tliis liigher level of rc9ulation
�aill insure that the long term protection and e�:liancement of the environment is
maintained and the possibility of substantial adverse inpacts due to developr,ient
of these properties is avoided.
. b. T#�is zone chan�e is designed to imp?ement long term goals of tlie City of
Chula Vista and ��iill not therefore attain short term to the disadvantaye of long
term goals. '
c. The imoacts from this zone chan9e, are so insi9nificant to preclude any
cumulativel�l significant in pacts. There are no grouth inducing effects due to
the project.
d. The imposition of these development reculations r�ill insui-e less adverse
effects on hunan beings due to tlu developm�nt of these properties.
