of Smoking in Certain Areas and Premises in the City of Chula
Vista by or Open to the Public - Second Reading and Adoption

ITEM EXPLANATION�
The ordinance regulating smoking in public places in the City of
Chula Vista is presented for second reading, as amended at the
Council meeting of September 2 , 1975, eliminating the prohibition
as to service lines .

Subject: Smokin� Ordinance - Ventilation Systems
TFie -City Council questioned Section 8.22.040 of the Code in regard to its
appropriateness and could it be accomplished at a reasonable cost. Mr.
Read, P. E. , Assistant Plan Checker, has indicated the following:
'.'American Society of Heating, Refrigerating and Air Conditioning Engineers
(ASHRAE) Guide and Data Book recomnends 10 CFM per person, minimum, for
office spaces with some smoking to 30 CFM per person in meeting rooms with
� heavy smoking."
Therefore, the 25 CFPi required by the ordinance appears to be satisfactory.
The judgment as to whether a ventilation system can be installed at a
reasonable cost depends on its cost relationship to the total for the
building or structure being ventilated. A small bar-restaurant building
at 516 per square foot cost would be at the lower range of the ventilation
system cost, while a large restaurant requiring a ductwork ventilation
system at 52 per+:square foot would have a construction cost of approxi-
mately $30 per square foot. The costs for ventilation systems vary from
$.50 per square foot of floor area for a single fan installation without
distributing ductwork to $2 per squa.re fobt of floor area for a supply
and exhaust fan installation with distribution' ductwork -and controls.
