Mayo� Cox announced that Item 6 would be contmued to the meeting o/ May 20, 2014 She announced a correchon for Ifem 7 and stated that the non-infrastructure grant area appbed to F Street between 3rd Avenue and Bay Boulevard, as stated rn the item's staf/report. 1. 14-0288 APPROVAL OF MINUTES of March 11, March 25, April 8, and April 10, 20'14. Recommended Action:Council approve the minutes. Recommended Action: Council accept the resignation. Item 3 was 2moved from the Consenf Calendar. 4. 14-0259 RESOLUTION NO. 2014-070 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A JOINT EXERCISE OF POWERS AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND THE SAN DIEGO UNIFIED PORT DISTRICT Recommended Action: Council adopt the resolution. 5. 14-0196 RESOLUTION NO. 2014-071 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SECOND AMENDMENT TO THE MEMORANDUM OF UNDERSTANDING (MOU), DATED NOVEMBER 16, 2007, AMONG THE CO-PERMITTEES OF SAN DIEGO COUNTY NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM MUNICIPAL PERMIT, AND AUTHORIZING THE MAYOR TO SIGN THE SECOND AMENDMENT ON BEHALF OF THE CITY Recommended Action: Council adopt the resolution. CITY MANAGER'S REPORTS The2 was none. 9. 14-0298 Presentation by the City's Collective Bargaining Units regarding the City's Finances Ma}ror Cox announced that Item 9 would be continued to the meeting of May 27, 2014. MAYOR'S REPORTS 10. 14-0299 Consideration of appointment of a voting delegate and alternate for the 2014 Annual League of California Cities Conference, to be held in Los Angeles September 3-5. AC7ION: A motion was made by Mayor Cox, seconded by Councilmember Bensoussan, to appoint Mayor Coz as the voGng delegate for the 2014 Annual League of Calitomia Cities Conference.The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, Ramirez,Salas and Cox No: 0 Abstain: 0 AC7ION: q motion was made by Mayor Cox, seconded by Councilmember Ramirez, to appoint Councilmember Bensoussan as the alternate voting delegate for the 2014 Annual League of Califomia Cities Conference. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, Ramirez, Salas and Cox No: 0 Abstain: 0 Ciry a/Chula Vista Page 5 City Council Meeting Minutes-Final May 13,2014 Mayor Cox announced the following upcommg events� Chula V�sta Community Fun Run, the San Diego Foundabon's Chula Vista Day at the Pad2s, and the South County Veteran Career Pathways Workshop COUNCILMEMBERS' COMMENTS 11. 14-0296 COUNCILMEMBER SALAS: Discussion and potential action regarding the formation of an ad-hoc committee comprised of Councilmember Salas and Deputy Mayor Aguilar for the purposes of continuing to work on water issues and identifying opportunities to give presentations on water issues to the public. Gty Attomey Googins stated that the proposed committee met fhe ad-hoc comm�ttee reqwrements of the Brown Act as it would be acfive/or a specific duration and covered speafic subject matter. AC7iON: A motion was made by Councilmember Salas, seconded by Councilmember Ramirez, to fortn an ad-hoc committee to be active through December 2014, comprised of Councilmember Salas and Depuly Mayor Aguilar, for the purposes of continuing to work on water issues and identl(ying opportunities to give presentations on water issues to the public. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, Ramirez, Salas and Cox No: 0 Abstain: 0 Deputy MayorAguilar spoke regardmg her recent visif to a Bonita Optimists Club meeting Councilmember Bensoussan enouraged support of local theater and announced upcoming productions: Little Mermaid by Chnshan Youth Theafer and Nme-to-Five by OnStage Playhouse. Mayor Cox announced that the Council would convene in c/osed sesson to discuss Item 13 below. She stated Item 12 would not be discussed at that time At 3�59 p m, Mayor Cox recessed the meeting At 4:12 p m., the Councd convened in Closed Session. CLOSED SESSION Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Offiaal Minutes and records of action taken during Closed Sessions are maintained by the CityAttorney. 12. 14-0276 CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 (a) City of Chula Vista v. Bay & E, Inc., et al., San Diego Superior Court, Case No 37-2013-00055103-CU-MC-CTL. Item 12 was not heard.
