[ iZ F,] 13 CHULA VISTA CITY COUNCIL DtEETING OF: March 11, 1975 ITEP1 TITLE: Ordinance and Resolutions - Relating to Special Election to be Held on May 27, 1975 INITIATED BY: City Attorney BACKGROUND As indicated at the last Council meeting, it is necessary for the Council to act both on the resolution calling the election and the ordinance giving notice of the special election on the Plaza del Rey referendum at their meeting of March 11, 1975. In� addition, it is also necessary at this time to request that the Registrar con- duct the election and that he be deputized as a Deputy City Clerk. Resolutions have been prepared to accomplish said purpose. This will allow the election to be conducted on May 27, 1975. The propositions will be listed as Proposition A, being the referendum proposal and any other propositions which the City Council deems desirable to place upon the ballot, i.e. , Charter amendments. One significant Charter amendment that has been suggested is to increase the salary of the Mayor and provide for a full-time Mayor. Various approaches have been suggested and are given as alternates in the ordinance and resolution for consideration of the Council. The City Manager has also indicated a desire to obtain greater flexibility for placing certain key employees in the unclassified service. This not only con- stitutes good management practice, but in light of the coming changes in labor relations brought about by passage of state and federal legislation affecting public sector employment, it may be desirable to very clearly delineate the management level through their placement in the unclassified service. Agenda Items 12 $ 13 Supplemental Page Two The staff has also requested that two other items be placed upon the ballot, one of which has been rejected by the voters on two occasions and that is� the proposal to combine the special levies for a maximum tax rate of $1.80 on each one hundred dollars of the assessed valuation. Staff has also indicated that the existing limitations of Section 1109 re- lating to bid requirements for public works contracts are unrealistic and should be rai'sed. The maximum requiring formal bids'� is being raised from $5,000 to $8,000 and the minimum requirement for contracts should be raised from $2,000 to $5,000. / �
