L'ity 0� L'Inu�a �llistQ CITY BOARDS AND COMMISSIONS CALIFORNIA SAFETY COMMISSION February 4 , 1975 Honorable Mayor and City Council City of Chula Vista , California Gentlemen : After considerable discussion extending over two prior meetings , the Safety Commission at its adjourned regular January meeting held Wednesday , January 29 , 1975 unanimously recommended that the Trial Traffic Regulation of 40 mph on E . Orange Avenue between Oleander and Hilltop Drive not be made permanent at the end of ' its trial period . Further , the Commission unanimously recommended that any future speed limit in the subject area not exceed 35 mph as long as a school crossing for students attending Rohr School is located at the intersection of E . Orange Avenue and Max Avenue . The contributing factors involved in the Commission ' s recommendations were : (a) A school crossing intersection was just past the crest of a hill , in the middle of a reverse curve , at the inter- section of Max Avenue . (b) Both sides of the Max Avenue intersection are blind . The four to five foot walls on the north side almost completely mask the fact that there is an intersecting street entering from the right for west bound traffic . (c) The school crossing sign is too close to the intersection for " a speed of 40 mph . (d) Late afternoon sun tends to blind west bound traffic prior to , and after reaching the crest of the hill on approaching Max Avenue . (e) The location of Loma Verde Park tends to extend the use of this questionable unguarded crossing haven during after-school hours and on weekends . The width of E . Orange Avenue and the blind character of the Max Avenue intersection due to walls and enbankments all contribute to making Ip 276FOURTHAVENUE CHULA VISTA, CALIFORNIA 92010 TELEPHONE 427-3300 Honorable Mayor and City Council -2- February 4 , 1975 ' the subject intersection a potentially hazardous one . The use of this intersection as a school crossing , plus providing street crossing access to Loma Verde Park, further dictates reasonable speed control in approaches to this intersection .
