[ 14 � CHULA VISTA CITY COWCIL DtEETING OF: February 4 , 1975 ITEhITITLE: Ordinance - First Reading - Amending Chapt. 14 of Chula Vista City Code by Adding New Art. 4 , Sec. 14 . 401, Establishing Recreation Trust Funds and Procedures for Use of These Funds INITIATED BY: City Attorney BACKGROUND The Parks and Recreation Department has expressed concern for some time regarding the use of funds collected from particular recreation programs for purposes other than those such funds have been specifically collected for. The attached ordinance provides that monies collected for a particular program shall be held in trust for that program. It further provides, however, that in the event there are monies remaining in the individual program accounts at the end of the fiscal year, those funds may be transferred to the Adult Advisory Account for the development of other programs. Absent this ordinance , the Director of Parks and Recreation would not have the authority to use the balance of funds collected for specific programs and they would lie dormant without use.
