ITEM EXPLANATION On January 12, 1976, the Board of Appeals and Advisors
held a hearing on the adoption of the National Electrical
Code, 1975 Edition. Jurisdictions in the Lounty of San
Diego that have adopted the code to date are San Diego
Lounty, El Cajon, San Marcos and Escondido. The other
jurisdictions are now in the process of adopting the
code. The State of California has adopted the code
which mandates our enforcement of the code for single
and_multi-family dwellings.
There were no objections from anyone to the adoption
- of the code. The National Electrical Contractors '
Association of San Diego sent a letter endorsing the
adoption of the code. The only amendment to the code
was delaying the enforcement date of Section 210-8(b)
which requires Ground Fault Interrupters on construction
sites. •This section is being studied by OSHA and Cal -
OSHA and they have established Yhe date of January t ,
1977 as the date for beginning enforcement . Fees for
elec*_rical permits remain unchanged.

The San Diego Chapter, National Electrical Contractors Association
wishes to advise we support and endorse your proposed adoption
of the 1975 National Electric Code.
We believe this is a necessity to assure codes and standards �
keep up with the technological advances in the electrical industry. ..
We are also in full agreement with the one amendment being proposed. ^
, That of delaying enforcement of G.F.Z. 's on construction sites till �
January 1, 1977. This will bring Chula Vista into uniformity not
' only with CAL OSHA; but the surrounding jurisdictions as well.

' RESOLUTION OF THE CITY BOARD OF APPEALS RECOMhiENDING
TO CITY COUNCIL THE ADOPTIO� OF THE NATIONAL ELECTRICAL '
� , CODE, 1975 EDITION.
WHEREAS, to make use of new materials and new engineering concepts
' it is necessary to update the Electrical Code, and
. WHEREAS, the City Council of the City of Chula Vista passed Reso- �
lution No. 5656 requiring the Director of Building and Housing to have
codes that are uniform with the other San Diego County jurisdictions ,
and '
• WNEREAS, the State of California mandates the National El�ectrical ,
Code, 1975 Edition to govern electrical installations in single and
multi-family dwellings , and
WHEREAS, a hearing was held at said time and place, namely, Monday,
January 12, 1976 before the Board of Appeals and Advisors and said hearing
, was thereafter closed,
NOW, THEREFORE, DE IT RESOLVED AS FOILOIJS:
. 1 . From facts presented to the Board of 1lppeals and Advisors ,
. the Board finds that public necessity, safety, convenience
; and general welfare of the public will be enhanced by the
adoption of the National Electrical Code , 1975 Edition.
2, The Board of Appeals and Advisors reconunends to the City
Council that said National Electrical Code, 1975 Edition
_. be adopted. '

REPORT ON SIGNIFICANT CHANGES IN THE
, 1975 NATIONAL ELECTRICAL CODE
The 1975 edition of the National Electrical Code has been out for
several months and currently has been adopted by the County of San
Diego, E1 Cajon, San Piarcos and the State of California. The
balance of the Building Officials in San Diego County have indicated
they anticipate having the code presented for adoption in their
respective jurisdictions in the next few months.
There is a resume of code changes in the 1975 National Electrical
Code versus the 1971 edition on pages 534, 535 and 536 of the 1975 '
code.
210-8(a) Residential occupancies - 15 and 20 Amp receptacles in
bathroom and outside .require Ground Fault Interrupting
Device.
210-8(b) Construction sites - 15 and 20 Amp receptacles on
temporary power poles require G. F. I .
, 210-25(b) Single family residence requires one receptacle outdoors ;
in each basement and each attached garage.
210-26 Al1 d�•relling type occupancies require lighting outlet
in each habitable room, hall�•�ay, stairway, attached
garage, all outdoor entrances , attics , underfloor,
basement, and utility, equipment or storage room. .
230-50(b) Open conductors and cable (�MC) shall not be installed
within 8 feet of grade or exposed to physical damage.
300-5(a) & U. F. cable requires 24 inch coverage - (was 18 inch)
Table 300-5 rigid metal conduit requires 6 inch coverage - (was .
no requirement) . .
310-3 Conductors installed in racev�ay must be stranded
when tt8 or larger - (was �6) .
680-21 Underwater pool lights of more than 15 volts shall be
(a)(1 ) protected by a 9round-fault circuit=interrupter.
, FOOTNOTE: k'hen the State adopts the 1975 N.E.C. , we are mandated
