ITEh1TITLE: Ordinance - Amending Ord. No . 1372, Levying an Additional
Business License Tax therein for Upgrading and Promoting the Parking
and Business Improvement Area and Providing Matching Funds for a Redevelop-
ment Feasibility Study (First Reading and AdoPtion)

BACKGROUND
A rlotice of Intention to hold a public hearing to establish the
additional business license levies for the Third Avenue business
district, in accordance orith Council direction, has heretofore
been disseminated. However, after an analysis of the proposal
made b_y the Advisory Conmittee, it �vas noted that certain businesses;
i.e. , pool halls, card rooms, bowling alleys , pawn shops and vending
machines, would, if assessed at the one-to-one ratio for all other
businesses, be paying an inequitable ar:tount because said license
fees are not established sinply as business license fees for the
purpose of raising revenues, but are, in fact, intermingled �•�ith
po1_ice regulatory costs. Therefore, it is recomnended that the
ordinance, if it meets caith the agreenent of the Citv Council, be
modified fro*a the Resolution of Intention tci require that only
one-half of the assessment be paid for such establishments which
taill not substantially affect the total additional levy that would
be raised and would still allot•� for the $5 ,000 additional levy as
determined by the Council .
It is requested that the ordinance be adopted as an urgency ordinance
on first reading in order to collect the additional levy for calendar
year 1974 .
