BACKGROUND
After holding a public hearing on September 17, 1974, the Council directed staff
to prepare the ordinance. The ordinance was placed on first reading on October 29,
1974. It is now before the Council to be placed on second reading and adopted.
Council should note that the ordinance has been amended as directed by Council on
October 29, 1974 when it was placed on first reading.

Ordinance - Amending the Zoning Ordinance relating to sign regulations

BACKGROU�D
On September 17, 1974 Council reached basic decisions on the sign ordinance and asked
that it be brought back in final form. After consultation and review by the City
Attorney and Planning staff the following portions of the ordinance have been changed
to clear up discrepancies or contradictions arising from the meeting of September 17th.
In addition, certain changes are proposed in an effort to clarify the intent of
specific sections:
1. The provisions for tenant identification were clarified in Sections 33.508, 33.509,
33.510, 33.511, 33.512, 33.513 and 33.514 (all co�ercial and industrial zones) to
require a minimum allocation of sign area for future tenants. The new provision
stipulates that any sign identifying a complex shall be designed to acco�odate the
maximum number of tenants allowed by ordinance and that a minim� area of 10 sq. ft.
be allocated for each tenant. Example - Major tenant 110 sq. ft. maximum with
four tenants at 10 sq. ft. each, total 150 sq. ft.
2. Section 33.511 D 1 e (2) was reworded to clarify the point of ineasurement in
determining the height of a rooftop sign.
3. Section 33.950 D 4 was rewritten (pages 32-37) to:
a. Provide 15 year abatement period for on-premise signs.
b. Clarify exactly what constitutes a change in use by referring to the Standard
Land Use Code Book adopted by the San Diego County Planning Department.
Example - A leather goods store has a land use code No. of 5694; should that use
change to retail lighting fixtures (1�5240) all signs would be brought into

conformance with the sign ordinance.
c. Clarify maintenance provision of painted signs. Normal maintenance
of signs 'painted on structures will be allowed; however, if there is a change
of copy area proposed, the new painted sign must conform to the ordinance
standards.
4. Section 33. 950 F was modified somewhat to further clarify the Zoning Administrator's
guidelines and' responsibility.
5. Section 33.950 I, pertaining to political. sign area and setback, was revised
to increase sign area from four square feet' to five square feet and reduce the
required setback from the property' line from 10 feet to 5 feet.
6. Section 33.1313 A 5 (e) was revised to delete discretionary reduction of
otherwise permitted'•sign area during. the course of design review.
