The City Council, upon a request by Mrs. Aelen Gohres, instructed the City Attorney' s office to draft for their consideration a historical site preservation ordinance. Mrs. Gohres had eicpressed an interest in attending the Council meeting �where'the. � _ ordinance was presented and because of her absence on vacation, this' ordinance-was delayed until the present time. The 'main' features of the ordinance are as follows : :_ 1. The ordinance establishes the Council 's power to either create � . a hew Historical Site Board or to use the present members of the ' Environmental Control Commission as a Historical Site Board. ` _ 2 . It shal•1 compile and maintain. a current listing of all buildings, sites and structures that have been determined to be histor'ic sites � and recommend their designatiori by the City �Council of the City of Chula Vista. 3. Where a site is designated, an'y request for a permit to build; demolish or significantly alter a historic site .must be transmitted , � to the Historical Site Board. � 4 .' Thereafter, no permit affecting the historical site shall be � issued for a period of not less than thirty days no more than _ 180 days. 5. After the filing of objections, the Historical Site Board may take steps it feels are necessary for the preservation of the site. These steps can include attempting to assist in the purchase of the site by private organizations , attempting to modify the actions to be taken upon a historic site so as to minimize their impact on said site, and recommending to the City Council that the site be preserved by the City by such means as are appropriate. No action may be taken without the approval of the City Council. 6 . The maximum moratorium on the issuance of a permit shall be .360 days. ?3
