[ 35 � CHULA VISTA CITY COl1�CIL DfEETING OF: pugust 6, 1974 ITEM1f TITLE: Ordinance - An Ordinance of the City of Chula Vista Amending Section 10-302, Subsection 4, of Article 3 of Chapter 10 of the Chula Vista City Code Relating to Licensing Fees for pogs. INITIATED BY: Director of Finance BACKGROUND The Finance Department has completed a cost analysis study of the animal regulation and other related departments concerning the restructuring of the City of Chula Vista's dog license fee. The financial statesnents for 1972-73 (See E�chibit I) and 1973-74 (See Exhibit II) indicate the loss absorbed by the City of Chula Vista for maintaining a pound facility. Exhibit ZII is a comparison using a ten year period, of revenues generated using the existing and the recommended fee change. When a fixed charge (revenue) is compared to variable cost (animal regulation service) operating expense in excess of operating revenue results in a relatively short period of time. Using the cost studies as financial background, the fees for licensing a dog would be approximately nine dollars annually. Using this criteria it is the recommendation of the Finance Department that the fee structure suggested by the City Attorney be adopted. (See Exhibit IV) . The fees sugqested by the City Attorney have valid application over the long run and are closely tied to the County of San Diego's fee structure. For information purposes, attached as Exhibit IV is a fee comparison schedule for all cities within the County of San Diego.
