BACKGROUND �
Section 19. 410 of the Chula .Vista City Code allows the property owner,
after obtaining a driveway painting permit, to paint the curb red on
either side of his property a distance of eight (8) feet.
The proposed ordinance (attached) stipulates that the provision of red
curb clearance adjacent to driveways is to facilitate ingress and egress
from private property. It also provides a minimum distance of 18" of
red curb on each side of the driveway.
Eight feet of red curb often results in an inefficient use of on-street
parking spaces. This sometimes encourages vehicles to encroach into
the red curb and be subject to traffic citations. For example, 8 feet
of red curb between driveways 24 feet apart would leave only 16 feet
of parking space. Should the property owner served by '�the other drive-
way insist on the maximum 8 feet of red on his side, then there would be
8 feet of unpainted curb for vehicles to park. The minimum parking stall
length for parallel parking is 22 feet. This example illustrates how
our current ordinance can result in inefficient use of curb space. Often
red curb of less than 8 feet would be just as effective in keeping a
driveway clear.
The problem of providing greater sight distances for improved vision at
driveways is not unique to only a few driveways. If the purpose of
driveway tipping was to provide adequate sight distance for vehicles `.

20,000 driveways throughout the City. This could be quite expensive
to the City, especially if this service was provided at no cost to the
property owner. Many parking spaces would also be eliminated.
Therefore, the ordinance as proposed will reserve driveway tipping
only for narrow driveways in areas where on-street parking is heavy.
This will ensure that vehicles do not park too close to these drive-
ways , thereby facilitating ingress and egress from private property.
Investigation would predetermine the length of red curb that would
maximize parking spaces on the street. City work force will also
provide a professional and more uniform painting job throughout the
City.
Another important benefit from the proposed change would be to vest
better control of curb painting to the City. The present ordinance,
which permits private individuals to paint the curb, tends to promote
unauthorized curb painting by citizens who are not aware of City
requirements.
