It is now before the Council to be placed on second reading and adopted. [ la,b � CHULA VISTA CITY COIJNCIL DfEETING OF: Mdy 28, 1974 Public hearing - Consideration of change of zone for rear portion of lot at 29 Broadway from R-3 to C-T-P, PCZ-74-E ITE�t TITLE: Ordinance - Amending Zoning Ordinance to change zone for rear portion of lot at 29 Broadway from R-3 to C-T-P, PCZ-74-E INITIATED BY: Director of Planning q, BACKGROUND On September 12, 1973 the Planning Cortunission granted a conditional use oermit (PCC-73-21 ) for a motorcycle sales and service facility on a 3/4 acre split-zoned parcel at 29 Broadway. The front 111 ' X 150' portion is zoned C-T and the rear 100' X 152" portion is zoned R-3. The motorcycle sales and service facility was approved only for the area zoned C-T. (See Locator) On May 8, 1974 the Planning Commission recormnended that the rear portion of the lot be rezoned from R-3 to C-T-P. B. REQUEST In order to expand the motorcycle sales and service building, the aoplicant has requested that the R-3 portion of the property be rezoned C-T-P and� has also requested a conditional use permit to construct two buildings in that area to be used for storage as part of the facility. The Planning Commission has approved the conditional use permit contingent upon the rezoning of the property by Council . c. ANALYSIS 1 . Initial Study An Initial Study (IS-74-13) of possible adverse environmental impacts of this project was conducted by the Environmental Review Cortonittee on April 8, 1974. The Corronittee concluded there would be no significant effects and made a Negative Declaration. 3. Broadway Study The Broadway Study recommended that the C-T zone in this area be expanded to a depth of 250 feet subject to the condition that access would be from Broadway only. The only feasible access to the property is from .Broadway and the apoli- cant plans to utilize the existing driveway to Broadway. D. FINDINGS 1 . The Broadway Study has indicated that the depth of the commercial zoning in this area be increased to 250 feet and that businesses be oriented towards Broadway. 2. The proposed rezoning is in conformance with the General Plan. 3. Multiple family development to the rear of the existing commercial use would not be as satisfactory as expansion of the cormnercial use. � . _ � � „ � � . � .
