This ordinance was placed on first reading at the
meeting of February 19 , 1974 .
The Moscone Bill provides that public agencies
may adopt guidelines for their officials in
order to determine wh2ther they have an economic
interest or interests which are in substandial
conflict with the proper exercise of their
official duties .

The Moscone. Bill, SB 716, provides that public agencies may adopt
guidelines for their .officials in order to determine whether they
have an economic interest or interests iahich are in substantial
conflict with the proper exercise of their official duties . If
such guidelines are adopted;' as are provided here, and the public
officials involved compTy with them in the .good faith belief that
they are consistent with the provisions of the. MOSCOne Bill, such
public officials shall be exer:p�tt from civil penalties_ provided in
�the Act. The civil penalties which they are exempted from are a
fine in the amount of up to three times the. value of the benefit
derived in any action where there is a conflict of interest and,
secondly, forfeiture of office, as provided in Sec . 1770 of the
Government Cocie of the State of California .
