BACKGROUND
Rohr Corporation filed a letter with the City requesting that consideration be
given to amending the Zoning Ordinance to allow the use of trailers for business
office space in Industrial zones. The applicant indicated that the amendment was
needed to allow the Company to take full advantage of the flexibility that trailers
offer in their ability to locate short term manpower needs adjacent to fixed
development and production locations. tJith the exception of temporary office
space at major construction sites, the Zoning Ordinance presently prohibits the
use of trailers for office use in any zone.
A variance was originally granted to Rohr for a two-year period in May, 1966
authorizing 25 trailers to be located within the Rohr complex due to a temporary
work overload: Extensions were granted by the Commission in 1968 and 1970 for
� an additional one-year_extension was denied and the Commission directed the
applicant to removed the trailers by february 1 , 1974. Findings for denial were
as follows:
a. Economic hardship is not sufficient justification for granting a variance.
b. The use of the trailers for a period of l years exceeds the original -
intent for the granting of the variance.
c. The original findings are no longer valid and further extensions would
constitute aranting a special privilege not enjoyed by others in the same
zone and vicinity.

ANALYSIS
l . Mobile Home Coaches
The original purpose of restricting the use of trailers as offices was based
on the problems involved from failure of mobile home coaches to meet minimum
building standards, and fire hazards associated with trailers adjacent to
structural buildings. Mobile home coaches are constructed and designed for
human habitation and do not meet applicable building and fire codes for
office use.
2. Cormnercial Coach Units
A cort¢nercial coach is defined as �a vehicle, with or without motive power,
designed and equipped for human occupancy for industrial , professional , or
cortenercial purposes. " These units meet Uniform Building Code standards for
office use and both the Building and Housing Department and Fire Department
have indicated that these units also meet with local standards.
3. Aesthetic Considerations
If permitted, cormnercial coach units eivould only be utilized when a real need
exists and, then, only where satisfactory aesthetic conditions can be main-
tained. Thus, if allowed, these units should constitute only a limited
percentage of the total floor area available and should be made architecturally
compatible with the balance of the structures on the same and adjacent sites
or screened from public view.
CONCLUSION
In many cases coironercial coach units could fill a legitimate need for cortunercial
and industrial uses and a Zoning Ordinance amendment to allow their use on a
limited basis is justified.
