[ 16 ] CHULA VISTA CITY COUtiCIL MEETI�G OF: October 30, 1973 Public hearing: Consideration of change of zone from R-E and R-1-10 to R-1-10-P for 52 acres located north of Otay Lakes Road, approxi- ITE�1 TITLE: ftldtely one-half mile west of Bonita High School Ordinance - Amending Zoning Ordinance regarding change of zone for 52 acres located north of Otay Lakes Road, approximately one-half mile west of Bonita High School, from R-E and R-1-1- to R-1-10-P - Second reading and INITIATED BY: Director of Planning adoption BACKGROUND On October 10, 1973 the Planning Corrnnission held a public hearing to consider rezoning 52 acres north of Otay Lakes Road, approximately 1/2 mile west of Bonita High School from R-E and R-1-10 to R-1-10-P. Adjacent areas Zonin9 Land Use North R-E Vacant South A-1 (8) Vacant (County) East R-E & R-1-10 Vacant West A-1 (8) Vacant (County) The present zoning of R-E on approximately 7 acres and R-1-10 on approximately 45 acres requires minimum lot sizes of 20,000 and 10,000 sq. ft. respectively. The applicant has submitted a tentative map known as Ranchito Robinhood which proposes 72 homes on the 52 acres, for a gross density of less than 1 .4 dwelling units per acre. A small percentage of the lots are proposed at less than 10,000 sq. ft. but are considered adequate building sites. Proposed lot sizes will vary from approximately 8100 sq. ft. to 22,500 sq. ft. with average lot size of nearly 14,000 sq. ft. The property has an average natural slope of 24.5%. The City' s proposed Hillside Ordinance would allow approximately 70 dwellings with a maximum of 40% grading on the site. The proposed plan minirtiizes the on-site grading, leaving about 50% of the site ungraded and undisturbed. This area will be placed in an open space maintenance district together with some graded areas adjacent to Otay Lakes Road. It should be noted that a large percentage of the grading required for this project is a direct result of the widening of Otay Lakes Road which cannot be attributed to this develop- ment alone. This ordinance was placed on first reading at the meetinK of Octob r 30, 1973. PCZ-73-L RESOLUTION OF THE CITY PLANNIP;G COMMISSIOtJ RECOt�t�IENDING TO THE CITY COUNCIL A CHANGE ItJ ZOP�ING FROM R-E AND R-1 -10 TO R-1-10-P FOR 52 ACRES LOCATED NORTH OF OTAY LAKES ROAD, APPROXIMATELY ONE-HALF MILE 41EST OF BONITA HIGH SCHOOL WHEREAS, a duly verified application for a change of zone was filed with the Planning Department by Robinhood Homes, Inc. , Robert E. Casey on August 1 , 1973, Document No. PCZ-73-L, and WHEREAS, said application requested a change in zone for 52 acres located north of Otay Lakes Road, approximately one-half mile �•iest of Bonita High High School from R-E and R-1-10 to R-1-10-P, and IJHEREAS, the Planning Commission set the time and place for a hearing on said application, and notice of said hearing, together with its purpose, was _ given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and . WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. October 10, 1973 in the Council Chamber, Civic Center, before the Planning Commission, and said-hearing was thereafter closed. NOW THEREFORE BE IT RESOLVED AS FOLLOWS: 1 . From facts presented ±o the Cerrm�issien, the Cormnission finds that - � � public necessity, convenience, general welfare and good zoning practice require the change of zone from R-E to R-1 -10-P for 7± acres and from R-1-10 to R-1-10-P � for 45± acres, as shown on attached exhibit. , 2. The findings of fact in support of said determination are as follows : " a. The zone change does not affect the basic density allowed. b. Attachment of the "P" Precise Plan Modifying District permits the developer to minimize grading by utilizing various lot sizes while adhering to the permitted density. 3. The Planning Comnission recomnends to the City Council that said change be granted. 4. That this resolution be transmitted, along with the application, to the City Council , and a copy of this resolution shall be transmitted to the applicant.
