[ 31 � CHULA VISTA CITY COUNCIL DIEETING OF: October 16, 1973 ITEPITITLE: Ordinance - Amending Council Procedural Ordinance No. 1506 Second':Readingiand' Adoption NITIATED BY: City Council (City Clerk) BACKGROUND " On August 21, 1973, thE ,Council adopted Ordinance No. 1486 establishing procedures for City Council meetings . This ordinance became effective on September 21 and was subsequently put into effect on September 25. On October 2, 1973, Councilman Scott asked that the public hearings be placed on the agenda be£ore the reports of the department heads in order that the people in the audience would not have to wait so long for the hearings . On October 9, 1973, Councilman Scott asked that any requests going to the Council for presentation under "Special Orders of the Day, " £irst come to the Council as a written request for approval. Both changes were approved by the Council; the amendment to the ordinance incorporates those changes . This ordinance was placed on first reading at the meeting of October 16, 1973.
