[ 32 ] CHULA VISTA CITY COWiCIL MEETI\G OF: August 7, 1973 ITEPITITLE: Ordinance No. 1476 - Amending Zoning Map or Maps established by Section 33. 401 of the Chula Vista City Code, rezoning that certain property located at the southwest corner of ' Bonita Road and Sandalwood Drive from R-3-D to R-1 INITIATED BY: -Second reading and adoption Director of Planning BACKGROUND This ordinance was placed on first reading at the meeting of July 17, 1973 . At the request of Mr. Frank E. Ferreira, the second reading and adoption was continued to this meeting. Attached is a letter from Gary S. The owner of this lot has requested R-1 zoning. The southern lot contains approximately 7100 sq. ft. and is vacant. Under the present R-3-D zoning, this lot could be developed with 5 apartment units. Experience has shown that high density development on small lots usually results in overcrowding of the site and a displeasing appearance and environment. b. Considering the location adjacent to an established single family subdivision, higher densities other than that permitted by R-1 zoning would be out of character with the single family theme of the remainder of the block. Sandalwood Drive itself presents a logical interface between single family residential on the one hand and multiple family and comnercial on the other. 3. Closure of Sandalwood Drive: A staff report to the Planning Cormnission dated May 14, 1973 concluded that there is no need, from a traffic engineering standpoint, to close Sandalwood Drive and that the best interests of all parties (including the city) would best be served by leaving Sandalwood Drive open. While it is understandable that Bonita Cove residents may object to traffic generated by the apartment complex on Sandalwood Drive, it is clear that the volume of traffic now on the street does not justify closure. �v \`y ace�;�a rTEn� ��o. Ordinance - Amending Zoning Ordinance regarding change of zone for two parcels at the southwest corner of Bonita Road and Sandalwood Drive from R-3-D to R-1 - First reading iNI'rIaTE� BY: Director of Planning BACKGROUND The subject items were submitted to the City Council on February 27, 1973 with the Planning Cortunission' s recommendation for rezoning from R-3-D to R-3-G-P. Council denied the Planning Corrunission's recomnendation and directed that the parcels be reconsidered for rezoning to R-1 . � The matter was heard by the Planning Comnission on April 23, 1973; however, property owners in the area asked that the City consider the closing of Sandalwood Drive along with the rezoning hearing. Therefore the item was continued to May 21 to allow the staff time to consider alternative proposals. On May 21 the hearing was continued to June 27 at the request of one of the principal parties involved in the rezoning. At the June 27 meeting the Planning Comnission adopted a resolution (attached) recommending that the subject parcels be rezoned from R-3-D to R-1 . ANALYSIS 1 .
