After conducting a public hearing on consideration of this zone
change, the Council placed this ordinance on its first reading
at the meeting of July 3, 1973. It is now before the Council
to be placed on second reading and adopted.

C. Analysis
The subject rezoning represents an adjustment of zone boundary lines to conform
to the topography existing in the area, which consists of two plateaus separated
by an elevation change of about 10 ft. The existing two boundary lines create
small triangular areas which traverse the plateaus so that undevelopable areas
are created. The adjustment would bring the zoning into conformance with the
topography in order to facilitate development.

BACKGROUND
A. Request
The applicant is seeking a change in zoning and prezoning of three small triangular
areas in the southeast quadrant of the intersection of Third Avenue and Quintard
Street. The requested adjustment would prezone approximately 4000 sq. ft. of land
from R-3 to C-T and would rezone an area of similar size from C-T to R-3. An ad-
ditional area of several hundred sq. ft. is proposed for rezoning from R-3 to C-T.
B. Background
1 . Environmental Assessment: The applicant has filed an environmental assessment
and the Environmental Review Comnittee has declared that the project will have no
impact on the environment.
2. Mnexation: The applicant' s petition for annexation to the City of Chula Vista
was approved by the Planning Cortnnission on April 16, 1973 and is currently pending
before the Local Agency Formation Commission.
3. Parcel Map: The applicant has also filed a tentative parcel map for the con-
solidation of the various parcels comprising the subject property into two parcels.
The tentative map fias been approved, however, annexation to the City will be re-
quired prior to submittal of the final map.
