ITG�1 TITLE: Public hearing - Consideration of revision in General Plan from indust�ial to visitor co�nercial for one acre at southeast corner of Bay and "E ' St. �Ordinance - Amending Zonin& Ordinance regarding change of zone for one acre ' at 215 Bay Blvd. from "I to C-V-A - First reading Resolution - rlmending General Plan to redesignate land use from industrial INITIATED BT: to visitor commercial for one acre at 21S Bay Blvd. Director of Planning BACKGROUVD The applicant requested a change in the General Plan designation from Industrial to Visitor Co�ercial and a change in zoning from Z (General Industrial) to C-V-P (Visitor Commercial subject to a Precise Plan) for a one acre parcel located on the south side of E Street between Bay Blvd. and Interstate 5 in order to constrLCt and operate a restaurant. ANALYSIS 1. The subject property is located within the boundaries of the Bayfront Study moratorium area which was recently extended to August 19, 1973, in order to give the Planning Commission and City Council time to evaluate the consultant's Bayfront Report. The Council has directed the staff to ac:cept applications waich are in basic conformance with the consultant's recommendations and also to attach the precise. plan requirement to all rezoning requests. • • 2. The proposed amendment to the General Plan and change of zone are in conformance with the Bayfront Plan which designates this area for visitor co�ercial uses, such as restaurants, motels and gas stations. 3. The applicant's proposed plan conforms closely with the development criteria reco�ended by the consultant with the exception of the reversed orientation of the recommended building and parking area locations . The Bayfront Plan reads, ". . . Generally, parking should be confinedto the eastern edge of properties adjoining [he freeway right of way, principally for visual reasons. . ." Supplemental Page No. 2 8' to 10' to Bay Blvd. By depressing the parking lot and proper mounding of the landscaped areas on Bay Blvd. and "E" Street, the parking would be effectively screened from the street and would afford a marine view from the restaurant. The proposed structure is approximately 3' higher than the height guidelines of 25' reco�ended by the consultant. However, this is a general guideline, and since the building is located approximately 150' back •from Bay Blvd. it is believed the intent of the buideline will be met. 4. The reco�ended conditions of approval on these requests included the submittal of a precise plan [o reflect the guidelines of the Bayfront Plan modified as in paragraph 3 above and subject to architectural approval (including materials, colors and signing) by [ne Commission and Council prioi to the issuance of a building permit. �� • RESOLUTION NO. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AI�7ENDING THE GENERAI, PLAN OF THE CITY OF CHULA VISTA FOR APPROXIMATELY ONE ACRE LOCATED AT 215 BAY BOULEVARD The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS , the Planning Commission and the City Council have heretofore rezoned a certain parcel of land from "I" to C-V-P, located at 215 Bay Boulevard, and WHEREAS, it is now necessary to, appropriately revise and amend the general plan of the City of Chula Vista to reflect such a change in zoning, and h'HEREAS, in accordance with the requirements of the State Plan- ning Act the Planning Commission and the City Council have heretofore . held a public hearing to consider such an amendment to the general plan, and WHEREAS , the Planning Commission by Resolution PCM-73-10 adopted on the 21st day of May, 1973 , a copy of which is attached hereto and incor- porated herein by reference as if set forth in full , has approved said revision of the general plan, and WfiEREAS , based upon said recommendation of the Planning Commission as contained in Resolution PCM-73-10 , and .the evidence presented at the public hearing, the City Council now desires to make said revision to the general plan. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula ��ista does hereby revise the general plan of the City of Chula Vista in accordance with Resolution PCM-73-1G as adopted by tne Planning Commission,. and further releases said property from the moratorium hereto- fore imposed.
