Report on Planning Commission reconsideration of change of zone for approxi-
mately 5.94 acres located at the northwest corner of SeconddAvenue and
ITE�t TITLE: Palomar Street
Ordinance - Amending Zoning Ordinance regarding change of zone - 1 .82 acres
located 140 ft. east of Second Avenue and 290 ft. north of Palanar
Street from R-1 to R-3-G-D - First Reading

On 3-6-73 Council considered a recomnendation of the Planning Commission that a
4.13 acre property on the northwest corner of Palomar Street and Second Avenue be
rezoned from R-3-G-D and R-3-M, and that an adjacent 1 .82 acre property be rezoned
from R-1 to R-3-M. Council referred this rezoning request back to the Planning
Cormnission with an indication that the 4. 13 acre property should remain in the
R-3-G-D zone and that the adjacent 1 .82 acre parcel should be rezoned to R-3-G-D.
B. ANALYSIS: The General Plan designation for this area is high density residential
13-26 dwelling units/acre) and either the R-3-M or R-3-G-D zonin9 is consistent
with this designation. Council expressed concern over the number of apartments
developing in this area and felt that the lower density permitted in the R-3-G-D
zone is preferable to the density allowed in the R-3-M zone.
Because the subject property lies within the area which is the subject of a 90 day
moratorium on rezonings and building permits, Council action on this item must
specify that an exception to the moratorium is being made in the case of the 1 .82
acre property because the matter was under consideration prior to the time of
establishment of the moratorium. The ordinance which has been prepared on this
item contains this stipulation.
