BACKGROUND
The City Council has requested that the Campaign Contribution
Ordinance should be adopted, but that it should automatically
expire on the 30th day of June, 1974 allowing experience pur-
suant to the terms of the ordinance through one election.

Attached is a copy of the proposed Chula Vista htunicipal Election
Campaign Contribution and Eapenditure Control Ordinance in accor-
dance with Council directive of P•iay 17 , 1972 .
This office has prepared an ordinance to control camoaign con-
tributions and expenditures in Chula Vista municipal elections .
As I have previously indicated , this matter has been deferred
in the interests of taking advantage of the cvork underta}:en by
the special Ad Hoc Committee on Campaign Contribution and Ex-
penditure Control in the City of San Diego.
Tiiat Committee was composed of Terry J. Knoepp, a Deputy District
Attorney; William M. P-ICKenzie , Jr. , an attorney caith the firm of
Luce, Forward, Hamilton & Scripps ; David Stutz , previously a
special investigator for the Internal �evenue Service (liandled
the Charles Pratt tax case) and presently a special investigator
for the San Diego County District Attorney; P4icnael H. jaalsh ,
of the Defenders Program of San Diego; Pete Wilson, Mayor of
San Diego; and Jonn w. witt, City Attorney of San Diego. Mr.
Blick and myself sat as ex-officio members of the Committee .
I feel that the Corunittee brought a variety of substantial ex-
perience in the field of campaign contributions .

The ordinance , as you can see, is extensive and more than
adequately implements the recommendations of your committee .
It should be noted that the Chula Vista ordinance is more
restrictive than that proposed by the City of San Diego in
that all contributions must be reported although San Diego
requires only a list of contributors for contributions in
excess of $25 , and further no anonymous contributions are
allowed whereas San Diego allows $10 in anonymous contri-
butions , and individual contributions are limited to $250
rather than the $500 proposed in San Diego.
We have also established a Fair Elections Committee to assist
in the enforcement of .the ordinance which is presently desig-
nated in San Diego as the Enforcement Authority.
I believe there will be an excellent opportunity to test
the ordinance in the upconing election to act upon the
Charter amendments .
Therefore , unless the City Council finds any objections to
the provisions of the ordinance which cannot be summarily
revised , I would recommend its adoption on Tuesday , February 6 ,
1973 . ,
