[ ,g ' � ' CHULA VISTA CIT1' COUNCIL �IEETING OF: February 13, 1973 Public hearing - Consideration of change of zone for approximate,ly 4.57 acres ITE�t 'rITLE: north of Orange Avenue, east of Max Avenue Ordinance - Rezoning approximately 4.57 acres located north of Orange Avenue east of �4ax Avenue from R-1 to R-3-G-P INITIATED BY: Director of Planning BACKGROUND American Housing Guild is requesting a change of zone from R-1 to R-3-G-P (1 unit per 2500 sq. ft. ) with a precise plan which would limit development to one unit to 2660 sq. ft. , for approximately 4i acres located east of htax Avenue and north of Orange Avenue. This is the same parcel considered previously for a change in the General Plan from Medium Density to High Density Residential use. The property abuts R-1 and R-3-G-P zoning to the north, which involves the San Diego Gas and Electric right of way and Apollo 2 development; R-1 to the south and east, presently being developed by the applicant with single family houses ; and C-N zoning to the east, which is partially developed with a shopping complex. The applicant has filed an Environmental Impact Report on this project which was considered by the Planning Commission and approved subject to the conditions in the attached Resolution No. EIR-72-1 . The applicant owns a 5; acre parcel located to the south of the subject site across Orange Avenue which was previously zoned R-3-G subject to the approval of a final subdivision map filed within two years of the date of the approved zoning. Because the applicant failed to file a subdivision map on the property, the zoning reverted to an R-1 category, and subsequent hearings which followed for consideration of rezoning the property to R-3-G resulted in a recommendation for approval by the Planning Commission, but was later denied at City Council level . The Council did suggest, however, that the applicant consider an alternate site within his entire development for multiple family zoning. Department Head Recommendation: ConCU1' City Manager Recommendation: Concur �a�3 � ' ' : • • Supplemental Sheet 2 of I.tem 'No. g , I The applicant has chosen as an alternate site the 42 acres now under consideration and has submitted a precise plan which specifies 75 units , to include 25 three-bedroom- and 50 two-bedroom apartments. The overall density of the project will be 16.4 units to the acre, with a total of 148 offstreet parking "spaces provided for both tenants and guests. Approximately one-half of the site will be retained as open space and developed recreational areas although a major portion of the areas adjacent to the north and east property lines will remain in unusable slope condition. The architecture is a combination of one and two story units, utilizing a composition roof with wood and stucco siding. It was the opinion of the staff that the site is well suited for multiple family development and meets one of the objectives of the City General Plan in promoting orderly expansion of multiple family housing in appropriate areas.
