CHULA VISTA CITY COCTICIL i•ir,ETIVG OF June 13, 1972
Item Title: Ordinance to Control Nude Photographic or Art Modeling
Initiated by: Chief cf Police
ALtached is a copy of Resolution [ ] Ordinance [ ] Agreement [ ] Plat [ ]
Background:
At tne Armen Forces Disciplinary Control Board meeting of February 24, 1972,
it was announced tnat a neca type of business has sprung up in Oceanside
that is of concern to military officials from a morals viewpoint .
Tnis involves alleged photo studios which are divided off in cubicles .
For $5. a customer can rent a clieap Instamatic camera, witn 12 exposures
and enter a cubicle cahere a nude female caill pose in any position requested
while he photographs her . Other persons may observe at $2 . 00 each. The .
idilitary Police are particularly concerned because the cubicles are closed
off and control inspections of the pre:ises are practically impossible.
Obviously, morals of£enses could be committed aitn relative impunity under
such circumstances.
There caill probably be more such operations springing up throughout the
county. I feel it would serve the. interests of the community to have an
ordinance to control figure studios, employing nude models, in such manner
that questionable businesses such as this could be excluded from Chula Vista .
Attached is a copy of an ordinance of the City of San Diego cahich I think
provides reasonaUle controls.
