EXCUSED ABSENCES FOR MEMBERS OF CIN BOARDS AND
COMMISSIONS DUE TO UNEXPECTED, EMERGENCY SITUATIONS
(SECOND READING AND ADOPTION)
Recommended Action:Council adopt the ordinance.
4. 14-0178 ORDINANCE NO. 3307 OF THE CITY OF CHULA VISTA
ESTABLISHING A 45 MPH SPEED LIMIT ON SAN MIGUEL RANCH
ROAD BETWEEN PROCTOR VALLEY ROAD AND SR-125 AND
REVISING SCHEDULE X OF THE REGISTER MAINTAINED IN THE
OFFICE OF THE CITY ENGINEER TO INCLUDE THIS ESTABLISHED
SPEED LIMIT(SECOND READING AND ADOPTION)
Recommended Action:Council adopt the ordinance.

6. 14-0117 RESOLUTION NO. 2014-053 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA AMENDING THE FISCAL YEAR 2013/2014 SALT
CREEK SEWER BASIN DEVELOPMENT IMPACT FEE (DIF) BUDGET
BY APPROPRIATING �50,000 TO THE SUPPLIES AND SERVICES
CATEGORY FROM THE AVAILABLE FUND BALANCE (4/5 VOTE
REQUIRED)
Recommended Action:Council adopt the resolution.
7. 14-0132 RESOLUTION NO. 2014-054 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE
CITY OF CHULA VISTA AND PROFESSIONAL PIPE SERVICES FOR
PROVIDING SEWER MANHOLE INSPECTION AND EVALUATION
SERVICES IN THE AMOUNT OF 5300,000, WAIVING CITY COUNCIL
POLICY 574-01 AND AUTHORIZING THE EXPENDITURE OF ALL

Deputy City Attomey Mdler provided addifional information about [he qualifications for the contract and
other reqw/ements for awarding cont2cts.
Gty Attomey Googins stated that although Councilmember Salas's property was identified as being
within 500 leet o7 the subject p/opeRy, fuRher analysis by staR revealed fhat she qualified for a
commonly used ezception forimprovements to existing infrastrucfure.
In response fo quesGons from Councilmember Aguilar, City Attomey Googins stated that stafl had been
investigafing options for giving p2feience to bcal companies when awa/ding contracts and would
pmvide the Council with the sfatus at an upcoming mee6ng.
ACTION: A motion was made by Mayor Coz, seconded by Councilmember Bensoussan, to
adopt Resolution No. 2014-052, heading read, te�ct waived. The motion carried by

REGARDING THE MAIN STREET MASTER PLAN UPDATE
Landscape Planne� Ferman and Pdncipal Civil Enginee� Rive2 presented the Main Street Master Plan
update.
Ron Hidinger, Chula Vsta resident, exp2ssed concem regarding pedestrian and bicyclist safety on
Main Sfreet. He also spoke in support of pursuing plans fo addrass the areas immediatey adjacent to
I-805 and 1-5, currently in the junsdiction ol Caltrans.
John Taylor,oonsultant, 2presenting KTU+A,provided additiona/information about the plan
CITY MANAGER'S REPORTS
City Manager Sandoval announced that fhe stafl4esigned Third Avenue St2etscape Plan 2ceived an
urban design award from the Amarican Planning Associafion.
He also announced the infrastructure workshop on Apnl 10, 2074.
MAYOR'S REPORTS
City C/erk Nortis prov�ded in/ormation on the methods to view the City Council Agenda and relafed
mformation.
Ma}ror Cox announced fhe following upcoming events: f2e swim lessons on April 12, 2014 at Parkway

Councilmember Ramirez spoke in support of special consideraGOns tor local businesses in awarding
confracts
Councilmember Bensoussan announced the following events: TAVA Sfreet Faire and South Bay Artists
Association art show on April 15, 2014, and the third annual Immigra6on Forum on May 6, 2014. She
reported on the recent Dog Day m the Padc fundraiser for a future dog park in Eucatypfus Park, and
thanked the evenPs suppoRers. She stated approximafely$6,000 had been rarsed to date
Mayor Cox announced that fhe Council would convene in c/osed session to d�scuss the items listed
below.
Mayor Cox recessed the meeGng at 5 52 p m. The Council reconvened in Closed Session at 6�O1 p.m.,
with all members p2sent.
