SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CALL TO ORDER
A Speaal Meeting of the Gty Council of the City of Chula Vista was called to order at 4�07 p m. in the
Community Room, located in the Police Department, 375 Fourth Avenue, Chula Vista, Califomia.
ROLL CALL:
Present Depury Mayor Aguilar,Councilmember Bensoussan, Councilmember Ramirez,
Councilmember Salas and Mayor Cox

City Clerk Norris led the Pledge ol Allegiance.
WORKSHOP
1. 14-0003 PRESENTATION ON DISCLOSURE RESPONSIBILITIES UNDER
FEDERAL SECURITIES LAW
Direcfor of Finance Kachadoonan infroduced consu/tant Robert Whalen, rep2senting Stradling, Yocca,
Carlson, and Young. Mr. Whalen provided background information and training on disclosure
responsibilities required unde� the Federal Securities Law. He p/ovided a summary of disclosure
oblqafions, ielated timelines, and disclosure pnnciples Mr. Whalen advised members of the City
Council and stafl to consult the Cify Attomey, City Manager, or Finance Director with questions about
raquired disclosures. He provided examples of evenfs that would 2qui2 disclosure.
2. 13-0230 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTAADOPTING A CITY DEBT POLICY
Director of Finance Kachadoonan provided information on the proposed C�ty Debt Policy.
The2 was consensus o� fhe Council to continue the consideration o1 the 2solution to its next /egular
meeling.

3. 14-0006 UPDATE FROM THE POLICE DEPARTMENT ON ALCOHOL-RELATED
ISSUES IN THE CITY
City Manager Sandoval and Chief Bejarano introduced the item. Peace OKcer Deaner provided an
overvlew o/ the Specia/ /nves6gations Unit (SIU), as well as infoimation on 6cens�ng and enforcemenl of
the Alcoholic Beverage Control ficense in the City's junsdichon. He a/so provided informa6on on calls for
service, arrests, and cdations.
Captain Kennedy provided an overview of the community meetings held by the Police Department
regarding Dremond Jim's and Wild Woolly's betwsen 2009 and 2013.
Gamett Eaton, Chula Vrsta resident, expressed concem regardmg problems near Dremond Jim's
Emdlo Gal/egos, Chula Vista resdent, representing South Bay Youth For Change, expressed concem
regarding minors consuming alcohol in Ihe S/eep Train Amph�theafer area.
Iliana Miranda, Bonda resident, represenhng South Bay Youth For Change, expressed concem
regarding minors consuming alcohol at S/eep Train Amphitheater.
Kittie Harrison, Chula Vista resident, expressed concem regarding the trash and other effects ol alcohol
consumption in fhe area ol Diamond Jim's.
Pandra Boyle, representing Justice Overcoming Boundanes (JOBJ, expressed concern 2garding the
eflects of alcohol consumphon on her neighborhood in the area of D�amond Jim's
Knstina Baker, Chula Vista 2sident, reprasenting Justice Overcoming Boundanes (JOB), expressed
concem about the effects of alcohol consumphon on he�neighborhood m the area ol D�amond Jim's
Melody Kohl, Chula Vista 2sident, 2presenting JusGCe Overcoming Boundanes (JOB), spoke regarding
a murder that occurred in her neighborhood and encouraged the adoption of ordinances simda� to those
adopted by Nahonal City
Yadira Solis-Marroquin, representmg Yes We Can, stated that additional changes need to be made to
p2vent alcohol-related issues.
Evelyn Gnger, Chula Vista 2sident, rep2senting Yes We Can, spoke regardmg a/cohol consumption at
S/eep Train Amphifheater.
Andy Hargreaves, Bomta resident, representing Wild Woolty's stated that the owner had been invo/ved
in community meetings and expressed concem regarding negative publicity.
Autumn Hammer, representmg Wild Woollys, thanked the Police Department for the support of
additional oHicers and stafed that the bar has been in compliance.
Brooke Bennett, 2presenting Wild Woolly's, stated that the owner had installed additional lighting and
othe�measures to comply with Police Department requesfs.
Melanie Brereton, Chula V�sta 2sdent, representing Justice Overcoming Boundanes (JOBJ, submitted
wntten documentahon "requesting that the City have a mee6ng to discuss The Responsib/e Retaile�
Program, CUPS+DeemedOrdinances."
Chief Be/arano and Captain Kennedy responded to ques6ons from the Council
Melody Kohl, Chula Vista resident, expressed concerns regardmg cease and desist orders sent to two
neighbors relafed fo reporting alcohol-�elated concems.

Mary Mora, Imperial Beach resident, exp2ssed concem regarding minors consuming aloohol at the
amphitheater.
Chie7 Bejarano and City Attomey Googins pmvided additional information on ordinances in place
legarding consumption of alcohol in private parking lots.
Garrett Eafon, Chula Vista resident. stated that he believed that ord�nances adopted by other ci[ies may
add2ss some of fhe alcohol-related issues.
Chief Be/arano spoke about altemative solutions fhat would be investigated, including addressing
parking lot issues.
ADJOURNMENT
At 6:56 p.m., Ma}ror Cox adjoumed the meeting to the Regular City Council Meeting on January 74,
