RESOLUTION OF THE CITY COUI�'CIL OF THE CITY OF
CHULA VISTA (1) APPROVII�'G FISCAL YEAR 2014/201�
A1�TNUAL ACTIOI�' PLAI�' FOR COMMUI�'ITY
DEVELOPMENT BLOCK GRANT (CDBG), HOME
INVESTMENT PARTNERSHIP (HOME), AND THE
EMERGEI�'CY SOLUTIONS GRANT (ESG) PROGRAMS; (2)
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE
TO EXECUTE AGREEMENTS FOR THE MANAGEMENT
AI`'D IMPLEMENTATION OF ELIGIBLE PROJECTS WITH
EACH SUB-RECIPIENT/CONTRACTOR/DEVELOPER
]DENTIFIED II� THE ACTION PLAi�r; (3) AUTHORIZING THE
CITY OF CHiTLA VISTA DEVELOPMENT SERVICES
DEPARTMENT TO ENTER INTO A MEMORANDUM OF
IJNDERSTAI�'DING Vl'ITH THE DEPARTn4EI�rT OF
RECREATIOI�' FOR THE IMPLEMENTATION TWO CDBG
FUI�iDED PROGRAMS; AND, (4) AUTHORIZII�'G THE CITY
MA\'AGER TO EXECUTE AI�'1' AI�'D ALL RELATED
DOCUMENTS I�TECESSARY TO OBTAII`' THE HUD GRANTS
WHEREAS, as a Department of Housing and Urban Development (HUD) entitlement
community; the City of Chula Vista receives grant funds under the Community Development
Block Grant (CDBG), Emergenc�� Shelter Grant (ESG), and the Home Investment Partnerships
Program (HOME): and
WHEREAS, staff has prepared the Fiscal Yeaz 2014/201� Annual Action Plan ("FY
2014/201� Action Plan") usine the eoals set forth in the 2010/201� Consolidated Plan
("Consolidated Plan') and per HUD Rules and Regulations; and
WHEREAS. the Cih� �vill receive a Fiscal Yeaz 2014/201� CDBG entitlement of
�1.719.498: HOA4E entitlement of�631.12�: and ESG entitlement of�141.899: and
WHEREAS. the City will allocate 5404.216 of un-proerammed CDBG funds which
brin2s the total CDBG fundine to �2.123.714: and
WHEREAS, the Cit}� follo�aed its Citizen Participation Plan and held public hearines
on housing and community needs on I`'ovember �, 20li; and Mazch 1 ]; 2014. at ���hich time
public testimony ���as received and considered b�� the City Council H�ith respect to the Fiscal Year
2014/201� Action Plan: and
VdHEREAS, staff has determined that the proposed activities eligible for CDBG
funding meet the CDBG national objectives to benefit primaril�� lo�v/income households or aid in
the elimination of slums and bliaht: and

R'HEREAS, staff has determined that the subhecipients/contractors identified in the
Fiscal Year 2014/2015 Action Plan and Attachment A (attached hereto) aze experienced and
staffed in a manner such that they can prepaze and deliver the services required by the City; and
WHEREAS, in the event that HiJD ���ithdraws the City's CDBG funding, the Cin� is not
obligated to compensate the sub-recipients/contractors/developers for program expenditures.
NOW, TH�REFORE, BE IT RESOLVED, by the City Council of the City of Chula
Vista as folloN�s:
1. That it approves the Fiscal Yeaz 2014/2015 Annual Action Plan ('FY 2014/2015 Action
Plan") for the Community Development Block Grant (CDBG), Home Investment
Partnership Act (HOME), and the Emergency Solutions Grant (ESG) Programs.
2. That it authorizes the City Manager or his designee to execute agreements for
management and implementation of the FY 2014/2015 Action Plan between the City of
Chula Vista and each sub-recipienUcontractor/developer, identified in the FY 2014/201�
Action Plan, in substantially the form presented, and it further authorizes the City
Manager or his designee to make such minor modifications as may be approved or
required by the City Attomey.
3. That it authorizes the Cit�� of Chula Vista Development Services Department Director to
enter into a Memorandum of Understanding with the Director of Recreation for
implementation of the Norman Park Senior Center Program and Therapeutics Program, in
substantially the form presented, and it further authorizes the City Manager or his
designee to make such minor modifications as may be approved or required by the City
Attorney.
4. That it authorizes the City Manager to execute the HUD Funding Approval Agreements
and any other related documents necessary to obtain the HUD grants.
