ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES_ NO X )
On October 25, 1977 Council accepted a report on the "Status of Sewer
Service Fee Schedule Modification" . This report recommended that Council:
1 - Increase the base rate sewer service charge for single family dwelling
units from $1. 50 per month to $2. 25 per month;
2 - Charge multi-family, commercial and industrial users on the basis of
volume of water usage instead of water cost; •
3 - Establish a rate for multi-family, commerc 'ial and industrial users
which is equitable with the average effective rate paid by single-
family users; �
4 - Direct? staff to develop a variance system so unsewered property could
be exempt from Sewer Service Fees; and
5 - Direct_ staff to prepare an appropriate modification to the Sewer
Service Ordinance for Council consideration.
The proposed ordinance amendment will accomplish these recommendations.
The rate for multi-family, commercial and industrial users which was found
to be most equitable with the average effective rate paid by single-family
users is $0 . 1814/100 cubic feet of water consumed. !=This�f'igure,has...been -

- FINANCIAL IMPACT Exemption of Unsewered Properties - It is estimated that the
exempting of currently unsewered properties from the sewer charge on a
City wide basis will cost the City approximately $2 ,200 per year.
Increase of the Sewer Service Fees - The single family home occupant will
have an increase of 508 ($1. 50 per month to $2 . 25 per month) on .the sewer
service charge fee. The change in cost to multi-family or commercial/ �,
industrial users under the equivalent usage charge ($0 . 18%100 _cubic feet)__?

Service Charges Against Unsewered Properties" . This report recommended
that "the City Council direct the staff to include exemption of unsewered
properties concurrent with preparation of a revised system of sewer ser-
vice charges per mandate of the 1972 Federal Water Pollution Control Act" .
This exemption orovision has been included in the proposed ordinance
amendment.
One other major change has been included which is designed to simplify
the administration of the ordinance. Provision has now been made for
exemptions from sewer service charges to be approved by the .City Engineer,
The circumstances under which exemptions may be certified are very pre- ,
cise and limited in number. Certification of exemptions by the City
Engineer will limit the items to be considered by the City Manager and
the Council to those wherein an actual variance in rate is involved.
Financial Impact - Continued
will range from an increase of approximately 47� for heavy users of water
to a decrease of approximately 73� for a light user.
These changes will generate the income necessary to balance the projected
costs for operating the sewerage system (regional and local _costs) .
