Public hearing - Consideration of zoning text amendment relating to public
ITEM TITLE and quasi-public special event signs
Ordinance 1758,_ qmending Chapter 19.60 of the Municipal Code relating
to regulation of temporary signs for public and quasi-public special events

A. BACKGROUND
1. The zoning ordinance�`does not now provide for the temporary use of
signs to announce special events , such as rummage sales, bazaars, etc. ,
sponsored by churches , hospitalHauxiliary groups or other eleemosynary insti-
tutions . In order to effectively regulate such signs without impeding such
activity, staff and Planning Commission have proposed a zoning text`amend-
ment as set forth in Planning Commission Resolution PCA-77-3.
2. The Environmental Review Coordinator has determined that PCA-77-3
is categorically exempt from environmental review as a Class lla exemption.
B. ANALYSIS
1. The proposed zoning text amendment would establish a procedure to
regulate temporary signs which advertise special events sponsored by public
and quasi-public uses . The said amendment charges the Zoning Administrator
with the responsibility of reviewing the signs in guestion, and authorizes
sign approval based upon the Zoning Administrator' s making of certain gen-
eral findings .
2 . The provisions of the proposed amendment would facilitate the pro-
cessing of special event signs , as well as protect the interests of affected
residents.

BOARD/COMMISSION RECOMMENDATION On June 22, 1977 the Planning Commission voted 6-0
to recommend that City Council adopt an amendment to the Municipal Code to regulate
temporary signs for public and quasi-public special events in accordance with resolution
PCA-77-3.

WHEREAS, requests are frequently submitted for permission to post temporary
signs announcing special events, such as rummage sales, bazaars, etc. , sponored
by churches, hospital auxiliary groups or other eleemosynary institutions, and
WHEREAS, the City Planning Commission set the time and place for a public
hearing to consider an amendment to the Municipal Code to regulate the use of
temporary signs for public and quasi-public special events, and
4JHEREAS, a hearing was held at said time and place, namely 7:00 p.m. , �
June 22, 1977 in the Council Chamber, City Hall , 276 Fourth Avenue, before the
Planning Cor�nission and said hearing ��ras thereafter closed, and
WHEREAS, the proposed zoning text amendment is categorically exempt from
environmental review as a class lla exemption. .
NO{J THEREFORE BE IT RESOLVED AS FOLLOtJS:
1 . From facts presented to the Planning Cornmission, the Corenission finds
that public necessity, convenience, general �•�elfare and good zoning practice
require that Section 19.60.310 be amended by adding subsection C to read as
fol l oti•is:
C. Public and quasi-public special event signs:
1 . Churches and other public anz quasi-public uses may request
a permit for the temporary use of a sign announcing a special
� event. lJall or freestanding signs of paper, cardboard, plastic
or fabric are permitted, provided that the Zoning Administrator
finds that the copy, color, and design of the sign �ti�ill not
adversely affect the order, amenity, or residential enjoyment
of the neighborhood in which it is located.
2. Special event signs shall be located on the premises of the
institution or organization having the special event, and
shall be not more than five feet in height, nor contain more
_ than twenty-five square feet of .sign. area. Freestanding signs - -
shall maintain a minimum ten foot setback from any property
line abutting upon a street right of way. One sign shall be
allo�aed for each street frontage.
3. Upon application for a permit, the applicant shall submit a
r/ statement and diagram noting the nature of the special event,

and indicating the location, size, copy and colors of the
propo5ed sign. A pe rniit for a special event sign sfiall be
valid for seven consecutive days; and not more than six such
permits shall be issued to any one institution or organization
in a calendar year.
2. The Planning Commission recommends to the City Council that said
amendment be adopted.
3. That the resolution be transmitted to the City Council .
