RESOURCE CONSERVATION COMMISSION
OF THE CITY OF CHULA VISTA
April 14, 2014 4:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was
called to order at 4:27 PM in Conference Room C 101 Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Kappes, Romo (arrived at 4:16 PM), Valen, Vargas (arrived
at 4:18 PM) and Chair Coleman
ABSENT: Commissioners Flores and Rahimzadeh
MOTION TO EXCUSE: Commissioner Kappes moved to excuse Commissioner Flores
from tonight's meeting and to excuse Commissioners Romo and Vargas from the March
10, 2014, meeting. The motion was seconded by Commissioner Valen and carried by the
following vote:
Yes—5 Kappes, Romo, Valen, Vargas and Coleman
No-0
STAFF PRESENT: Administrative Services Manager Beamon, Environmental Service
Program Manager France, Environmental Resource Manager Reed and Sr. Secretary
Lindsey
APPROVAL OF MINUTES: Approval of the minutes of March 10, 2014, were moved to the
next meeting.
PUBLIC COMMENTS: Robert Ross, a resident of Chula Vista, addressed staff with questions
about the PACE program and recycling bins in front of businesses. Environmental Resource
Manager Reed and Environmental Service Program Manager France answered these questions
respectively.

1. CalTrans Litter Abatement Program
(The presentation was given before the meeting was called to order)
Jose Estrada, CalTrans Adopt-A-Highway Coordinator, gave a presentation about
CalTrans programs, including litter abatement through the Adopt-A-Highway
program.

ACTION ITEMS
1. Consideration of 2014 CLEAN Champion Awards presentation for the April 15�h City
Council meeting and discussion of awards program revisions for next year.
The commission reviewed the presentation and script for the presentation of the 2014
Clean Champion Awards. They also discussed the awards program for 2015 and
decided to have the following award categories: Business, Organization, Individual,
Youth and Employee.
ACTION: Commissioner Romo moved to approve the 2014 CLEAN Champion
Awards presentation to be presented at the April 15�h City Council meeting and the
revisions to the program for 2015. The motion was seconded by Commissioner
Vargas and carried by the following vote:
Yes— 5 Kappes, Romo, Valen, Vargas and Coleman
No-0
2. Consideration of Resource Conservation Commission representation on the City's
new Asset Management Citizens Advisory Committee.
ACTION: Commissioner Romo moved to appoint Chair Coleman as the primary
representative on the Asset Management Citizens Advisory Committee and
Commissioner Flores to serve as alternate. The motion was seconded by
Commissioner Valen and carried by the following vote:
Yes— 5 Kappes, Romo, Valen, Vargas and Coleman
No-0
STAFF COMMENTS
Brendan Reed, Environmental Resource Manager, informed the commissioners about the
NatureScape event at the Mosaic Community Garden to be held on April 19, 2014.
Lynn France, Environmental Services Program Manager, informed the commissioners about the
disposal event at Otay Ranch Town Center to be held on Apri126, 2014.
COMMISSIONERS' COMMENTS
Commissioner Vargas commented about the expansion at Southwestern College and the
college's Environmental Club.
CHAIR'S COMMENTS
Chair Coleman talked about the Climate Change Working Group (CCWG) that will meet on
Wednesday, April 16, 2014. He also reported the Wildlife Advisory Group (WAG)meeting was
cancelled for April, but he did have an agenda for the next meeting of the Bayfront Cultural
Design Committee (BCDC).

ADJOURNMENT
Chair Coleman moved to adjourn the meeting. The motion was seconded by Commissioner
Romo and carried by the following vote:
Yes—5 Kappes, Romo, Valen, Vargas and Coleman
No - 0
Meeting was adjourned at 5:20 pm to a regular meeting on May 12, 2014.
