RESOURCE CONSERVATION COMMISSION
OF THE CITY OF CHULA VISTA
March 10, 2014 4:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was
called to order at 4:02 PM in Conference Room C 101 Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Flores, Kappes, Rahimzadeh (arrived at 4:08 PM), Valen
and Chair Coleman
ABSENT: Commissioners Romo and Vargas
MOTION TO EXCUSE: none
STAFF PRESENT: Administrative Services Manager Beamon, Environmental Service
Program Manager France, Environmental Resource Manager Reed, Environmental
Resource Specialist Castagnola and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Kappes moved to approve the minutes of the
meeting on January 13, 2014. The motion was seconded by Commissioner Flores and carried by
the following vote:
Yes—5 Flores, Kappes, Rahimzadeh, Valen and Coleman
No-0
PUBLIC COMMENTS: Robert Ross, a resident of Chula Vista, would like to be added to the
interest list for the Climate Change Working Group meeting notifications.
INFORMATION ITEMS
1. New Adopt-A-Canyon Program
Pauline Martinson, from I Love A Clean San Diego, gave general information
about all the programs they offer. Natalie Roberts gave a presentation about their
new Adopt-A-Canyon Program.
2. Georgetown University Energy Prize
Michelle Castagnola, Environmental Resource Specialist, gave a presentation about
the Georgetown University Energy Prize and she included information about the
Cool California Challenge.

3. Consideration of selection of the 2014 CLEAN Champion Award winners to help
highlight environmental stewardship and leadership in the community.
The Commission selected the following winners from the nominations submitted:
Clean Air—MAAC Project, Clean Water—Harry Orgovan, Clean Land— Gracia Y Paz
Church, Clean Youth—Julian Estrada and Clean Employee—Jose Dorado.
ACTION: Commissioner Flores moved to accept the winners that were selected and to
recognize them at the April 15, 2014, City Council meeting. The motion was seconded
by Commissioner Rahimzadeh and carried by the following vote:
Yes—5 Flores, Kappes, Rahimzadeh, Valen and Coleman
No-0
STAFF COMMENTS
Brendan Reed, Environmental Resource Manager, reported that April will be Earth Month.
Lynn France, Environmental Services Program Manager, reported about the pilot Food Waste
Program that is going on now.
COMMISSIONERS' COMMENTS
Commissioner Rahimzadeh reported on the City's Climate Change Working Group, which he
serves as Chair. He also commented about the City receiving the Climate Leadership Award
from the U.S. Environmental Protection Agency and his participation at the same event with
small businesses.
CHAIR'S COMMENTS
Chair Coleman reported on the Wildlife Advisory Group (WAG) and Bayfront Cultural Design
Committee (BCDC) meetings. He also talked about the Asset Management Citizens Advisory
Group.
ADJOURNMENT
Commissioner Flores moved to adjourn the meeting. The motion was seconded by
Commissioner Rahimzadeh and carried by the following vote:
Yes—5 Flores, Kappes, Rahimzadeh, Valen and Coleman
No-0
Meeting was adjourned at 5:49 pm to a regular meeting on April 14, 2014.
