The CITY OF CHULA VI9TA , a �unicipal corporation of
_ � ' the State of California, hereinaft^r called the CITY, and the CUUA�TY
; OF SAS; DIsGO, a body politic �nd corporate of the State of California,
hereinafter called Lhe CGU?+TY, pursuant -to a resolution of the City
Council of said City adopted at a .°�eeting o£ sa=d Council on the

'9��w;�S, it is the desire of the City to have the County conduct
com�etiLive exazninatior.•s tc ascertain the fitness of applicants for
_ � � POSILICPS and er:ployment :n t'r.e classi£ied service o£ the City and to
have the County perform other services in connection with personnel
selection and administration;

1. In consideration of the oay�ent by the City to the County o£
the sums of money hereinafter sneci£ied, th2 County does hereby agree
to per_`orm and furnish the herein2fter described services by and
; Lhrong�. the Civi_1 S�raice Com^ission of the County of San Die�o, here-
inafter c2iled tne Gou:�ty Cay�ission:
(�) The County GocaaT.SSSIOI: LY?�� analyz� the duties, respon-
�ibilitias and zutl�ority ir.cidert to each neti•r oosition
created b}• the CiLy Council of said City and wi11
classiSy said new oosition in rel2tion to existing
nositions in the classified service and will furnish
a description of the �inimc^ require�aer.ts which should
be met by an employee holding such rew vosition.

_ (b) The County Cor�aissio.^., �hen formally req_uested to do
so by tre Clvll Sercice Commisslon cf the City, here-
ina;te^ called the City Comoission,. will nake a study
of the compensatior. oei�g paid for each class oP posi-
tion under the classified service of the City and of
the hours cY labor, sick leave and •racstions applicable
to each such class, which study s?�all include a com-
parison oP tne retes oP pay for each suc?� class riith.
the rates of pay for comparable service in comerci2l
and industrial establishnents and in otner public en-
- _ ploy�ents, ar.d rrill r�ake a report oY such study and
ite recommendations to said City Commissio�.
(c) lne County Co�ission, when forr�ally requested to do
so by the City Coamission, will recc�.�end the salary
to be �id by the City for any new class or classes
of positlons established in the classifie3 service of
said City.
(d) The County Commission will provide techaical guidance
to tne City Cocunission and to the Pe^sonnel Clerk of
eaid City riith resoect to Lhe operation ef th2 person-
nel oPfice oP said Gity, ihe technical guidance shall
Snclude advlce and instruction on the custo�ary oethods
of nalntalning personnel flles and reccrds; on the pro-
- . _ cedure to be follo�ved ±n certifying eligible enployees
for appointment and certifying payrolls; on the preoara-
tio.^. of Yorr�s of reports of individual ef�iciency of
employees; ar.d on personnel practices and procedures.
(e) �e County by and thsough the County Com.miseion will
conduct civil service examinations for aositions in
the classified sercice of the City upon formal request
of the City Council of said City. In the preparation
and conduct oP execinations, the procedure listed beloa
will be Pollowed.
(1) The County Coo:�ission wlll prepare scitable
s2nple :orms oi bulletir.s ar.nouncing the
examinations in accordance with the standards
set by t':e City Conaissian. �ese forns oP
bulletir.s shall contain such Snformation ae
ie ordinarily included in bulletins prepared
by the County Com:�lssion for exa�lnatlons for
: the Cour.ty Civil Service. •i'he standard set

(2) The Cit;� �:ill rrepare and �post the bulletins,
prep�e anc distribute the application fcrms

meet the �ini�um require�ents set forth .in
the bulletin. After the period �or receiving
such applicatior,s nas explred, th2 aoollcatlons
s!�all be sent to the Cocnty Cemmission.

(3) The County Commission will give examina-
tions to those appllcante it deternines
meet the minlmum requlreoents eet forth
in the bulletin announcing the examina-
- Llon.
(4) The County Commiaeion will glv2 examina-
tions consistent with Lhe standards mein-
tained in examinations given for positions
in the classified service of the Gounty,
and consisting oP such vrritten, oral,
operating, physlcal and oth2r tests and
such interviewe covering general quali-
fications, experience and education as may
be deemed necessary to provide suitable
eligible liste.
(5) The examinations shall be held 1.^. the County
oP San Diego et a suitable place to be fur-
niehed by the Gity.
(6) The County Conisslon will give and comolete
the examinations , iix the grades, notify the
candidates of their standing and will assist
the City Co�ission in handling all apoeale
and reviewa of ex�aination ratings and wlll
aubmit the Pinal resulte of each examination
to the Glty Concnission in the forca oP reporte
of examinatlons or eligible lista ehowing the
names of the candldates together with their
respective grades c�de in the varioue parte
of the examinatlon, the Pinal ratinge and
the relative standings of auch caridldates.
(7) Whenever cendidates are required to subcnit to
medical exemination or fingerprinting, such
oedical exsmination or Pingerprintfng shall
be furnished by the City, and the County shall
not be required to give medlc2l exaninations
to or fingarnrint candidatea.
(8) The County Co�ission is not required to per-
fora any duties with respect to an exsmination
after the final report oP Lhe exa�2nation or
eligibla list Ss suboitted to the City Com-
mission, and the County does not assu�e any
resFOnsibility ccith respeet to the persons
whos2 naraes eru certlfied to the City Comcais-
sion on such reporte or eligibla lists.
(9) Upon cooplation of an exa�ination and after
subnisslon of the final report of examination

examination papers shall be retalned by the
County Com�ission.

vlded t?ut any duty or functlon hereln prescrlbed to be perfor�ed by
the County Com�2ssion may be performed by t�e Director of Personael of
the County of San Diego or by the staff of the Departaent of Civil
Service and Personnel oi said County of San Die gc.
3. In performing Sts functions under this contract the County
Comnisslon say utilize the services of eny perso.^.nel furnished by the
City to es�ist in the perforeance oP such functions oP the County Coa-
misslon; orovided, however, no deductions for such asslst2nce sh�ll be
made dn t�e ataount of money to ie paid by 'the. City to the County. under
thls contract.'

classified civil service of the City. T?�is c?�.rge
shall be computed seni-annually on the fi^st day of
January and the first day of July and shall be based
or, the avarage of the nu�ber of employeas in the
clas�ified civil service of the City on the first day
, oP each of the p^eceding six �onths.
The County through the County Commission agrees to bill the
City on the fi^st d>y oi January snd the flrst day of July for euch
- sums th.at s^.all '�ave beco�e due ur.der thi.s contract :^oo the Clty to
the County during the preceding six-nonth pericd. R�e aruounts whieh
beco!�e due Snder tnis cor.tract shall be payeble se�l-annually on the
_ first day of Jsnuary ar.d the firet d2y of July. i�he City agrees tc
make sdeauate financial provision for the paymer.t of all sums �ich
caay b2co�e due to t?�e County for se^vices rendered under this co�t^act
and f�:rt'zer agrees to cake rdeauate provieion ln Sts annual budget Por
the fiscal year 19 55-56 for th= nayment of all s2id sums which :�ay
become due to the County.
5• This contract shall be deemed to have conmenced on July 1,
1955, and shal� expire June 30, 1956; provided, however, th2t said
contract n2� be terminatec' by either oarty hereto upon thirty (30)
days' �•rritten notice by either p2rty to the other, which notice sh211
ccr.sist o£ a czrtified copy o; a resolution of the governing body of
such party declaring its ir.tention to tex�rs;inate said contract not less
th2n thirty (30) days thereafter. Uaon eny such canc=llation or terai-
' natio, t�e City agrees to i^i-�=diately pay the Cour.ty (1) £or all e;:am-
inatior,s �icer pu:suant to the contract at the rate prescribed in
oaragr2ph 4 of this contract, (2) �or each civil service exarinatio::
� commenced or in process at the time of cancellation t}e su�n that would
have been payable under paragraph 4 of this contract had such ex2Jnina-
� tio� been completed, �ed (3) the fu:ther sur of �j1.00 per month or
