BE IT RESOLVED BY TIiE CITY COUIvCIL OF TIIE CTTY OF CHULA �

SUBJECT: Proceedure for L�Saking Application for Facilities o£ the Pa.t'k
and Recreation Commission �
PURPOSE FOR APPLICATION:
1, Screening groups who wish to use park azd recreation facilities.
2. Establish group classiYication for fee—charge schedule.
3, Record o£ who uses facilities
k, Record of bookings of facilities in order to avoid duplication for use.
RUik'S ADID REGULRTIONS FOR bL',KIKG kPPLICi.TION:
1. Group rrishin� to make aoplication i'or use of facilities will pick up
and fill out aoplication at the office of the Park & Eecreation Commission.
2. .111 questions on the application must be answered to the best knor•iledge
of the person making out the application.
3, The application will be reviewed at the time of the fill—out oi the
form� and questions asked by the Recreation Director if necessary.
4. Director of Recreation will at the tvne o£ £illing out of the application
tell the group if they aqualify for use o� the S�cilities.
5, If the group making e.pplication is qualified to use facilities th�y will
be told what group schedule they will £all und�r and the charges that
will ba made £cr thair activity. If 'the ac�i.vity is other tY.an thE usual
type the oroup will be told that the arplic2tior will have to be coesidered
and passed upon by tha Park & Recreaticn Com�:,ission.
6. Applications nill be made out in duplicatu anc': �hc �rwp ma::in� out the
£orm and thc recreation offZce will each ha�re s copy.
7. The group r�a!tin� out application will oe given a copy of the policies and
reg�latioas governinE use permits ior park and recreation facilities.
}LE:;NS OF HANDLING REVc,NUE: �
1. Hn_creation office will have receipt book in triplicate. '.'ihea �coney is
received a receipt nill be made out and the_ ori�iaal will be given to
the group making the payment, the second copy will �o to the rinance
Officer when the money is turned wer to the city� and the ihird copy
will rem�in in the recreation office.
2 P�hen noney is turnad over te the Finance Officer, he tivill give the
recreation office a receipt for the total amount roceived. This figur�
should correspond rith the total fip,ure of th� ar.iounts r::ceived by the
recraation office.
3, P�yment for the use cf the buildirg v�i.11 �: r:tide in a•3vance. In case
there is a cancellation and the money return�d the receipz :+ill be ¢ade
out <^.nd signed by tho group receiving the ref_�nd. This witl cancel the
receipt �iven out vrhen tha recraation oS£ice received tha money.

Po2icies and regulations governing use permi.ts for Park & Recreation
facilities.
POLICIES: �
1. Primarily the comeunity centars under the jurisdiction of the Park
and Recreation Comati.ssion are intended for recreation in conjunetion with
the Recreation DapartmenL's activities. Others m�y use them with prefer-
ence given iirst to character building and other organizations o� school
age children under adult leadershipg sacondly, to organized adult racrea-
' tional groups; and lastly to other adnit groups who might be using the
facility for a private group activity.
2. Groups having exclusive use of the iacilitios shall be composed o£
fiiteen or more persons.
3. An employee oS the Park or itecreation Departmetrt shall be on duty at the
centar when,ver such builriings are used by the public.
4, Service charges do not a�ply to groups within the Park & Recreation De-
parttnent�s activities program that may use the recreation centers.
5. There 2re foux classifications of groups for purposes of scheduling
tiuilding activities:
A. Pro�ra� GrouFs•- p��ogram groups ase those whicn 2re ccnducted by the
. , department soley for reoreation purposes, but vrYdch on account of� .
of thcir nnture, do notfunction as sel£-;;ov�rnirig grouos. There st�ill
- be no schedulod•charge except on special action oi the.co.�mnission.
B. Charter Groups - are those which are; organized for the purpose of
- _ furtherin� the program of, the department� but which are self-doverned
by ,�e2ns of a constiiution a.nd by-la•r�s •approvad by the department.
. These groups received upon application, a chaxtc: by the departc�nt.
There shall be no scheduled chrsge except on special action of the
comnission. �
C. Outside Grouos - are ihose which are democratic in character �nd
organized for civic purposes. P�embership is primarily open to aLl
eligible. _
D. Private or Closed Groups - are thos2 which by nature eacclude the '
general publia Closed groups zse those eihose r�etinds are 'not gen-
erally open to the public arnl whose mambership is noi open.
(�NERAL RUIES: � •
1. Pertnits for use o£ a center viill be issued only io the �dult leader or
chaperone responsible for ihe conduct of the group. ,�V4hile using the Facili-
ties oP the Recreation Depzrtm�nt. The �roup must a+ z11 .times be under. the
direction o£ its own leadership vrhila usir� the departments faciliti�s.
There� should be. one aduli £or each tvienty-five stui3�nts.
2,�The service ctiarges help defr.y the cost in part for supervision �and�(or
the use_ of equipment provided in each individuel facility. ' L , '_ _
3, Each grouo must• fill out completely ai! applicaticn upon makin� a reser-
vation.
4. Reservaticros to' use a facility must•be �.de raore th2n tiro weeks in advance
of the ��te desired. Service chr:r�es ror the period' desired shall be peid 'st � j
th.: time of reservation. ` . • �
5, HeFunds will be r.:adc on a reservaiion only iS ttivo •ricoks notice is given
in advance, Rofunds can be made only by reconmendation of thc Recreation
Director: �
6. When a group or individual, in any m�.nner r�h4tsoever, undertakes to rzise i
money beyond that needed to meet the service charges and cost of refreshc�ents I
� ��d music; and if such money is not tg be used for the local wzlfare of .the
immediate school or community, service charges c�ill. be based on the rate`•,
charged for private groups. Any group or individual sponsorin� a money-rzisir�
event in the £acilities o£ the depzrtment stk�11, upon conclusion o£ the event,
present a v�ritten 2ccounting� in duplic2te of all rec�ipts :nd expenses and
evidence of the disposition of zll proceeds, F�ilure to present such a state-
r,ient to the satisfacticn o£ the Park & Recr�ation Cc.nmission .shall constitute
Polici�s & r�gulations for use of facilities. -2-
6, Cont. - grounds for revoking or denying other permits to the s2ne group�
organization, or individual.
�. The Sacilities used should be le£t cleen ?nd in orderly conditioa, dishes�
chairs, tables� etc.� shou�d be back in th;;ir customary places.
The directors in chzr,p,e of the recreation facilities are not present to do
janitorial work, Their presence is required by the Park & Recreati�n Comraission I
£or the purpose of seeing that the peopla obt�in the most satisfaction frota the
use of the facility and its equipraent, and to assist groups in recreational
activities,
8. The recreation faciliti:;s and municipal parks and buildings, Serving any
refrashments that ccntain liquors vrill be grounds °or cancellation of the
pernit, no subsequent permit will be granted to groups not co.mplyin� to this
regul.ati on.
9. ^the recreation buildinF;s r:rust close at ten P.�. Monday through Thursday, and
by tv+elve midnight on Friday �nd Saturda;�, r^,xceptions r.nist have the appreval
o£ the clirector o£ the Hecreation Ucpartment. Closed on Sundays.
10. Ar�y club or org:nization V+hich �buses the privelege of using ths building
or equipment �zill b� deprivad of using the:n at ar�y future date. Breakage or
d�nage cf equipment riust be replaced or peid for at our cast,
ll.Groups holding tcen 2ge dances or parties are required to a�intain a
pclice cfficer fcr'outside duty at a rate of �2.00 per hour rrith a r.�inimun
of �5.� per night. '
12. Recreationzl buildir�;s or grounds �re not to b� used for denorainational
or sectarian purposes.
13. Permits will not be granted for the gersonal or individual use o£ Psrk
& Recreation department prcperty.
14. The use of recreational buildint;s or �rounQs shall not be granted, per-
nitted or sufferzd to any individu�l, society, �roup, or organization which
has as its obj�ctive, or as one o£ its objects, the overthrovr, or advocaoy of
th� overthrow o£ the present form of Eovern:�ent of the United States or the
Stete ef California by force or viole;nce or other unlawful neans.
15. Permits for the use o£ the recreation depr.x�ment buildir�s £or mectin;s Gt
which there will be a discussiom of civic and political problems rvill be
liraited to non-partisan political meetings with rc;prc;sentation for a11 parties
desiring participation.
16. Pernits nay be revoked by the director whenever ch�: use of the £acilities
�a2y interf�re riith the re�lar use by the Recre2tion Departcient, and when there
has been a violation oF these regulations,
17. An;� r�quest for exception to the ab�ve rules or service charge for the use
of recreation buildin�s, must hnve the �.�prov�l of the Park & Recrcation Conni-
ssion. '
18. t5'hen the kitchan £acilii,ies are used the recrcaticn de�artnent�s kitchen
custo�ian �ust be on du'ty. Thare is a mitiir.wm iee o£ $1.00, plus ;�1.00 per
hour after the first hour o£ service.
