ORDINANCE N0. 1670
AN ORDINANCE OF THE CITY OF CHULA VISTA ADDING SECTIONS
15.52.010, 15.52.020, 15.52.030, AND 15.52.040 TO CHAPTER
15.52 OF THE MUNICIPAL CODE OF THE CITY OF CHULA VISTA .
REGULATING THE CONSTRUCTION AND ERECTION OF SIGNS AND
PRESCRIBING THEREFOR.
THE CITY COUNCIL OF THE CITY OF CHULA VISTA DOES ORDAIN AS FOLLOWS:
SECTION I . That Sections 15.52.010, 15.52.020, 15.52.030 and 15.52.040
are hereby added to the Chula Vista Municipal Code.
Section 15.52.010. Design and Construction. Sign structures shall be
designed and constructed to resist wind and seismic forces as specified in
the Uniform Building Code, 1978 Edition. All bracin9 systems shall be designed
and constructed to transfer lateral forces to the foundations. For signs on
buildings , the dead and lateral loads shall be transmitted through the structural
frame of the building to the ground in such manner as not to overstress any of
the elements thereof.
The overturning moment produced from lateral forces shall in no case
exceeds two-thirds of the dead load resisting moment. Uplift due to over-
turning shall be adequately resisted by proper anchorage to the ground or to
the structural frame of the building. The weight of earth superimposed over
footings may be used in determining the dead-load resisting moment. Such
earth shall be carefully placed and thoroughly compacted. Wind and seismic
loads need not be combined in the design of signs and sign structures; only
that loading producing the larger stresses need be used. Ver.tical design
loads, except roof live loads , shall be assumed to be acting simultaneously
with the wind or seismic loads.
Section 15. 52.020. Sign Permit Fees. A sign permit and plan checking
fee shall be paid in accordance with the fee schedule set forth in Section
303(a) and (b) of the Uniform Building Code, 1973 Edition, as adopted by
Section 15.08.010 of Chapter 15.08 of the Municipal Code.
Section 15.52.030. Clearances. (a) High Voltage Power Lines. Signs
shall be located not less than six feet horizontally or twelve feet vertically
from overhead electrical conductors which are energized in excess of 750 volts.
(b) Fire Escapes , Exits , Standpipes. No sign or sign structure shall be
erected in such a manner that any portion of its surface or supports will
interfere in any way with the free use of any fire escape, exit or standpipe.
(c) Building Openings. No sign or sign structure shall obstruct any openin9s �
to such an extent that light or ventilation is reduced to a point below that
required by this code.
Section 15.52.040. General Re9ulations. Size, setbacks , materials ,
projections refer to Chapter 19.60 of the Municipal Code, Zoning.
SECTION II . This ordinance shall take effect and be in full force on
the thirty-first day from and after its adoption.
