HomeMy WebLinkAboutOrd 1974-1544 , . ; • , . , . , ORDINANCE N0. 1544 AN ORDINANCE OF THE CITY OF CHULA VISTA, CALIFORNIA, IU�IENDING_ SECTIONS 23.1 , 23.7 AND 23.13 AND REPEALING SECTION 23.14 OF CHAPTER 23 OF THE CHULA VISTA CITY CODE, RELATING TO THE ADOPTION OF THE UNIFORM PLUMBING CODE, 1973 EDITION, AND APPENDIX A, C, AND F. THE CITY COUNCIL OF THE CITY OF CHULA VISTA DOES ORDAIN AS FOLLOWS: SECTION I. That Sections 23.1 , 23.7 and 23. 13 of Chapter 23 of the Chula Vista City Code be, and the same are hereby amended, to read as follows: Section 23.1 . UNIFORM PLUMBING CODE, 1973 EDITION, AND APPENDIX A, C, AND F ADOPTED BY REFERENCE. There is hereby adopted by reference that certain document known and designated as the "Uniform Plumbing Code, 1973 Edition, and Appendix A, C, and F", as copyrighted 1973 by the International Association of Plumbing and Mechanical Officials, three (3) copies of which are on file in the office of the City Clerk. Said document is hereby adopted as the Plumbing Code of the City of Chula Vista, providing for the protection of the public health and safety, and the qualification and registration of persons engaged in the business of plumbing or laboring at the trade of plumbing; requiring a permit and inspection for the installation and alteration of plumbing, drainage systems, and private sewage disposal systems, establishing minimum regulations for the installation, alteration or repair of plumbing, drainage systems, private sewage disposal systems, and the inspection thereof; providing penalties for its violation and repealing conflicting ordinances. Each and all such regulations, provisions , penalties, conditions and terms of the Uniform Plumbing Code, 1973 Edition and Appendix A, C, and f are hereby referred to, adopted, and made a part hereof as though fully set forth herein, excepting such portions as herein- after deleted, modified or amended. Section 23.7. Section 912 is hereby added to the Uniform Plumbing Code to read as follows: TOILET ROOM REQUIREMENTS. (a) DRAINS. Every toilet room in food handling establishments or those normally accessible to the public and in comnercial or industrial establishments, except toilets for private use, shall be equipped with an approved floor drain. This drain shall be supplied with water from the nearest lavatory, drinking fountain, or by some other approved method; connections shall be made to the house side of the trap. Such lavatory or drinking fountain shall be trapped and vented if more than ten feet (10' ) from the floor drain; otherwise they need not be vented. (b) ACCESS. Where there are two (2) or more places of business within a sSng:le building, with the exception of food handling establishments , common restrooms, one for each sex, may be provided. The entrances for such restrooms shall open on a common accessway. SECTION II. That Section 23.14 of Chapter 23 of the Chula Vista City Code be, and the same are hereby repealed. WHEREAS, due to rapidly changing plumbing engineering and design and new materials, it is necessary to update the Plumbing Code, and WHEREAS, the City Council of the City of Chula Vista passed Resolution No. 5656 requiring the Director o£ Building and Housing to have codes that are uniform with the other San Diego County jurisdictions, and Wf�REAS, the Board of Appeals set the'a,time and place for a hearing on said Code adoption, and notice of said hearing was given by the publi- cation in a newspaper of general circulation in the City at least ten days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely, Monday, February 11, 1974, before the Board of Appeals and said hearing � was thereafter closed, NOW, THEREFORE� BE IT RESOLVED AS FOLIAWS: 1. From facts presented to the Board of Appeals, the Board finds that public necessity, safety, convenience and general welfare require the adoption of the 1973 Edition of the Uniform Plumbing Code, and Appendix A, C and .F. 2. The Board of Appeals recommends to the City Council that said Uniform Plumbing Code and Appendix A, C and F be adopted.
