RESOLUTION OF THE CITl' COUNCIL OF THE CITY OF
CHULA \'ISTA ADOPTII�'G THE CHULA VISTA PUBLIC
LIBRARY STRATEGIC VISIOI�' PLAI� AI�'D
ACCOMPANYING LIBRARY STRATEGIC FACILITIES
PLAI�T
WHEREAS, the Chula Vista Public Libran� is currendv operating under a Library
Facilities Master Plan that «�as adopted in 1998; and
WHEREAS; in 2010 the Cin� contracted ��ith Group 4 Architecture Planning and
Reseazch (Group 4) to develop a ne��� Libran� Strategic Facilities Plan; and
VdHEREAS, the projecrs scope was to address t«-o issues, the first beine to validate the
GMOC standazd of�00 squaze feet per 1000 residenu threshold for librarv space needed to keep
pace with population groHnh, and the second beins to consider the best location and design of
future library facilities that would be relevant and sustainable; and
VdHEREAS; options for library facilities development �vere examined in accordance �vith
the current General Plan, pattems and preferences of current users, and reasonably expected
future service given the dramatic changes in public library vends, espectations; capabilities. and
challenees: and
WHEREAS, the Librarv Strategic Facilities Plan ��as brought fon��ard for Council
consideration on Julv 19. 2011: and
VIHEREAS, at that time Council asked that consideration of the plan be postponed,
creating an opportunitv to incorporate t���o additional elements into the Library Strategic
Facilities Plan. The first beine an e��aluation of the trendsettine Otav Ranch Branch Librarv
"eapress branch" model; and�the second beine a response to Council request for a more
overazcfiine vision of�ti�hat librarv sen�ice could be in the 21 st centurv: and
�1'HEREAS, Group 4 was retained to conduct a Strateeic Visionine process in fall of
2013 resultine in a companion piece to the orieinal 2011 Libran� Strategic Facilities Plan; and
�'HEREAS. the eoals for the 20li Strateeic Vision Plan induded confirmine the
Library`s role as a rele��ant; responsi��e and effecti��e sen�ice provider today and in the future;
positionin� the librarv to take advantase of de��elopment. fundin� and partnership opportunities;
ensuring the Librar��`s lone-term ��italih� and sustainabilit�; creating a cleaz; transparent and
implementable vision for sen�ices and facilities that elected leadership, communitv stal:eholders
and Chula Vista citizens ���ill support; and
WHEREAS. the Libran� Strateeic Vision Plan ��ision builds on the �vork of the Z011
Strateeic Facilities Plan: and �

WHEREAS, consideration N�as also given to reaffirming the space threshold of �00 to
600 squaze feet per 1000 Chula Vista residents, as identified in 2011 and as is consistent with
other Califomia communities with comparable population and geographic profiles.
NOW; THEREFORE, BE IT RESOLVED b}� the City Council of the City of Chula
Vista, that it adopts the Chula Vista Public Librazy Strategic Vision Plan and accompanying
Library Strategic Facilities plan; in the form presented, with such minor modifications as may be
required or appro��ed by the City Attorney, a copy of which shall be kept on file in the Office of
the Citv Clerk.
