By a im animous vote of the City Council on November 18, 1980, the
ordinance was placed on second reading and adoption. By reference,
the Uniform Plumbing Code, 1979 Edition and Appendix I is adopted
as copyrighted by the International Association of Plumbing and
Mechanical Officials. The document is adopted as the Plu,r.bing Code
of the City of Chula Vista for providing for and regulating the
complete installation, maintenance and repair of plumbing, drainage
systems, water systems, gas systems, private sewage disposal systems,
and for the issuance of permits and collection of fees.
Copies of the ordinance are available at the office of the City Clerk,
City Hall, 276 Fourth Avenue, Chula Vista, California.

THE CITY COUPlCIL OF THE CITY OF CHULA VISTA DOES ORDAIN AS
FOLL04•!S:
SECTION I . That sections 15.'28.010, 15.28.020, 15.28.030, 15.28.040,
15.28.050, 15.28.060, 15.28.070, 15.28.080, 15.28.090, 15.28. 100 of the Chula
Vista hlunicipal Code be, and the same are hereby amended to read as follows:
Section 15.28.010. IIDOPTED BY REFERENCE. There is hereby adopted
by reference that certain document known and designated as the "Uniform
Plumbing Code, 1979 Edition" and Appendix I as copyrighted by the"International
Association of Plumbing and Mechanical Officials, three (3) copies of �ahii:h
are on file in the office of the City Clerk. Said document is hereby adopted
as the Plumbina Code of the City of Chula Vista for providing for and regulating
the complete installation, maintenance and repair of olumbing, drainage systems,
wa��r systems , gas systems , private sewage disposal systems, providing for
s:he issuan�e of oermits and collection of fees therefor. In each and all such
regulation_:. provisions, penalties, conditions and terms af the Uniform Plumbing
Coie, 1975 Edi*_ion and Appendix I are hereby referred to, adopted and made a
part hereof as though fu71y set forth herein, excepting such portions as are
hereinafter deleted, modified or amended.
Section 15.28.020. SECTION 20.1 AMEDIDED.
Section 20.1 . ADP1INISTRATIVE AUTHORITY. The administrative
aui:hority sF:�.11 be the Director of Building and Housing.
Section 15.28.030 ANENDED.
Section 20.3. VIOLATIONS AND PENALTIES. Any person, firm cr
;;r.rporation violating a�y provisions of this code shall be deemed guil �y of a
misdeaiea�.�r and upon conviction thereof, shall be punishable by a fine of not
::o exceed Fiva Hundred Dollars (5500.00) or by imprisonment in the County Jail
fur not to ericeed six (6) months or by both fine and imprisonment. Each
szparate day or any por.*.ion thereof during which any violation of this code
occurs or continues shall be deemed to constitute a separate offense �snd �oon
conviction �her•=of, shall be punishable as herein provided. The issuance or
granting of a permit or approval of plans and specifications shall not be
deemed or constrUed to be a permit for or an aoproval of any violation of any
of the provisions of tnis code. Nu permit presuming to gi��e authority to
violate or cancel t�;� provisions of this code shall be valid ?xcept insofar
as the woric or use whi;h it authot-izes is lawful . The iss�a�ce or granting
of a permit or approval �f plans �hall not pr�vent the administrative authority
fr•om thereafter requirir;g the correction of errors in said plans and specifi-
caiions or from preventing construct�on operations being carried on ihereunder
when in violai.ion of th'is code or of any other ordinance or from revoking any
certificate uf approval �•ihen issued in error. Every permi� issued by ;,;he
administrati•�e authority under the orovisions of this code shall exp+r� by
limitation and become null and void; if the work au'.horized bv such pzi�nii.
is not correnenred within one hundred and eighty days (i80} of date ot such
permit or if the work authorized by such permit is suspended or abandoned
at any time after the aiork is co�nenced for a period of one hundred and
eighty days (180) . Before such �•iork can be recommenced , a neti•i permit shall
be first obtained and the fee shall be one-half the amount required for a
neo-� permit for such work provided no changes have been made or o-:ill be made
in the original plans and specifications for such �aork; and provided, further,
that such suspension or abandonment has not exceeded one (1 ) year.
Section 15.28.040. SELTION 20.7 FMENDED BY ADDItdG SUB-SECTIOtJ (a) .
Section 20.7(a) . Reinspection Fee. The fee for reinsoection shall
be fifteen dollars ($15.00) . �
Section 15.28.050. SECTIOiJ 20.9 Ah1ENDED.
Section 20.9. NOTIFICATIOP�. It shall be the duty of the person
doing the work authorized by the permit to notify the administrative authority
orally or in N�riting that said work is ready for inspection. It shall be the
duty of the person doing the work authorized by the oermit to make sure that
the work �•iill stand the test prescribed elsewhere in this code before giving
the above notification.
Section 15.28.060. SECTIO�d 401 , SUB-SECTIOIJ (a) A�4ENDED.
Section 401 . htATERIALS. (a). Drainage pipe shall be cast iron,
galvanized steel , galvanized wrought iron, lead, copoer, brass , ABS, PVC or
other approved materials having a smooth and unifurm bore except:
1 . No galvanized wrought iron or galvanized steel pipe shall be
used underground and shall be kept at least 6" above 9round.
2. ABS or PVC installations limited to residential construction
not more than four stories in height. Commercial and industrial buildings,
where the �•�aste discharge is as defined under Section 105, Subsection (d) ,
Domestic Se�vage.
Section 15.28.070. SECTIOP� 409, SUB-SECTION (a) At•1ENDED.
Section 409. DRAINAGE BELOW MAIN SEIdER LEVEL. (a) . Drainage
pipin9 serving fixtures belovi the elevation of the upstream manhole shall
drain by gravity into the main sewer and shall be protected from backflow
of sewage by installing an approved type backwater valve or other methods
and devices approved by the administrative authority and each such backwater
valve or other methods and devices shall be installed only in that branch
or section of the drainage s�stem �•ihich receives a discharge from fixtures
located below the elevation of the upstream manhole.
Section 15.28.080. SECTION 1004(a) AMENDED.
Section 1004. MATEFIALS. (a) . Water pipe and fittings shall
be of brass, copper, cast iron, galvanized malleable iron, galvanized wrought
iron, galvanized steel , lead or other aporoved materials. Asbestos cement,
PE or PVC water pipe manufactured to recognized standards may be used for
cold o-iater distribution systems outside a building. CPVC ��rater pioe may be
used inside buildings for hot and cold water installations when limited to
residential construction not more than four stories in height, commercial
and industrial buildings when, in the ooinion of the administrative authority,
the occupancy hazard is no greater than in dwelling units.
Section 15.28.090. SECTION 1007 (b) AMENDED.
Section 1007 (b) EXCESSIVE IJATER PRESSURE. :•lhere local water
pressure is in excess of 80 psi , an approved type pressure regulator preceded
by an adequate strainer shall be installed and the pressure reduced to
eighty (80) pounds per square inch or less. for potable �•iater services up
to and including 1z" regulators, provisions shall be made to prevent oressure
on the building side of the regulator from exceeding main supply oressures.
Approved regulators o-�ith integral by-passes are acceptable. Each such
regulator and strainer shall be accessibly located and shall have the strainer
readily accessible for cleaning without removing the regulator or strainer
body or disconnecting the supply piping. All pipe size determinations shall
be based on eighty percent (80%) of the reduced pressure. lJater pressure
within single family buildings shall be set at a maximum of 35 psi . The
pressure regulator shall be located at the dwellin9 on the buildir.g side of
the exterior water outlets. Pipe sizing shall be determined by using Table
10-2, Pressure Range 46 to 60 psi .
Section 15.2II. 100. FItJDING AND DECLARATION. The City Council
of the City of Chula Vista, California , does hereby specifically and expressly
find and declare that the nature and uniqueness of the climate, terrain,

- location, environment of the City of Chula Vista does necessitate and demand
specific amendments to the Uniform Plumbing Code, 1979 Edition , which are
noted herein this ordinance.
This ordinance shall take effect and be in full force on the
thirty-first day from and after its passage and approval .
