ORDINANCE NO. 1875
AN ORDINANCE OF THE CITY OF CHULA VISTA, CALIFORNIA,
ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE
OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON
NOVEMBER 6, 1979 FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED VOTERS OF SAID CITY A PROPOSITION
AMENDING THE CHARTER OF THE CITY OF CHULA VISTA,
AND CONSOLIDATING SAID ELECTION WITH THE GENERAL
SCHOOL DISTRICT ELECTION TO BE HELD ON THE SAME DATE
On August 7, 1979 , by a unanimous vote of those oresent ,
(Mayor Hyde was absent) , the City Council placed this
ordinance on first reading and adoption. It calls for a
special election of the City .to be held on Tuesday ,
November 6 , 1979 , in consolidation with the General
School District Election to be held on this same date.
The purpose of calling the election is to olace the
following Proposition on the ballot:
SECTION 304 Presiding Officer, Mayor.
(c) Compensation. The idayor shall receive an annual
salary of twelve thousand dollars ($12 , 000) per year
payable at the rate of one thousand dollars ($1, 000)
per month and shall receive reimbursement on order
of the Council for Council-authorized travel and
other expenses when on official duty out of the City,
and in addition, shall receive the sum of fifty �dollars
($50) per month, which amount shall be deemed to be
reimbursement of other out-of-pocket expenditures .
The City Council may also provide, by resolution,
for the payment to the Mayor of an allowance of a sum
certain per month, as reimbursement £or the additional
demands and expenses made upon and incurred by the Mayor.
The salary provided herein may be annually
increased beyond said amount by an ordinance or amendment
thereto enacted by the City Council in accordance with
the limitations set by the Government Code of the State
of California £or the annual increase of compensation
for Councilmembers.

AN ORDINANCE OF THE CITY OF CHliLA VISTA, CALIFORNIA,
ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF
A SPECIAL ELECTION TO BE HELD IN SAID CITY ON NOVEM-
BER 6 , 1979 FOR THE PURPOSE OF SUBMITTING TO THE

DATING SAID ELECTION WITH THE GENERAL SCHOOL DISTRICT
ELECTION TO BE HELD ON THE SAME DATE
NOW, THEREFORE, the City Council of the City of Chula
Vista, California, DOES ORDAIN as follows :
SECTION I : Pursuant to the provisions of Section Eight
of Article Eleven of the Constitution of the State of California,
and the Elections Code of the State of California, the City Council
of the City of Chula Vista, being the legislative body thereof,
hereby proposes and submits to the qualified voters of said City
at a special municipal election to be held in said City on Novem-
ber 6 , 1979, the proposition contained in Exhibit "A" attached
hereto and made a part hereof by this re£erence, to amend the
Charter of the City of Chula Vista.
SECTION II : The method of voting upon said Charter pro-
visions shall be as provided in the Elections Code of the State of
California, and on the ballots to be used at said special municipal
election, in addition to any other matters required by law, there
shall be 'printed substantially the language contained in Exhibit -
"B" attached hereto and made a part hereof by this reference.
SECTION III :- That the special municipal election hereby
called for the date hereinbefore specified- shall b'e and is hereby
ordered consolidated with the general school district election as
provided in Section 2602 of the Elections Code of the State of
California to be held on the first Tuesday following the first
Monday in November of odd numbered years, and within said City the
precincts, polling places and officers of election for the special
municipal election hereby called shall be the same as those provided
for said general school district election. The Board o£ Supervisors
of San Diego County is hereby requested to order the consolidation
of the special municipal election hereby called o�ith said general
school district election, and the Registrar of Voters is hereby
authorized to canvass the returns of said special municipal election,
and said elections shall be held in all as if there were only one
election, and only one form of ballot, namely the ballots used at
said general school district election, shall be used. Said Registrar
o£ Voters shall certify the results of the canvass of the returns of
said special municipal election to the City Council of said City
which shall thereafter declare the results thereof.
SECTION. IV: That except as otherwise provided in this
ordinance, the election called hereby shall be conducted as pro- .
vided by law for other municipal elections in said City.
SECTION V: That in accordance with Section 22830 of the
Elections Code of the State of California, the City Clerk shall
cause this ordinance to be published in the Chula. Vista Star News ,
a newspaper of general circulation in the City of Chula Vista. No
other notice of such election need be given.
SECTION VI : This ordinance shall take effect and be in
force from and after its passage.

ARGUMENT FOR PROPOSITION G
The Mayor of Chula Vista was first given a salary back in
1967 , and that same $6 , 000 compensation still stands today.
But during those 11 years , the demands o£ the job, as well
as the size and population of the city , have mushroomed.
From a city of 61, 900 population in 1968, we have grown to
almost 82 ,000--the second largest city in the county . ' The
Mayor is now required to spend far more than the normal
40-hour week to adequately carry out the duties and obliga-
' tions imposed by the Charter and the rapid growth and
development needs of the city.
All of us are aware of the impact of inflation, which has
averaged almost 78 every year since 1968 . Had the Mayor ' s
� salary been increased by only 58 each year, as the Charter
, provides for councilmember ' s salaries , he would presently
earn more than $11, 000 . In that light, the requested
increase to $12, 000 is not unreasonable.
The authorization for the City Council to be able to adjust
the Mayor' s salary by not more than 58 annually is in keep-
ing with realistic estimates of inflation, population
growth and the ever-increasing responsibilities of the office.
The Mayor is the only position in the city government that
has had no salary increase during the past 11 years . Your
"yes" vote will help ensure that Chula Vista' s Mayor is
adequately compensated to devote the necessary time and
effort to the job.

and distribution to the voters as provided in said Article 4 .
Arguments shall be submitted to the City Clerk at the City Hall ,
276 Fourth Avenue, California. Arguments may be changed until and
including said date fixed by the City Clerk.

de su primeralectura y adopcion. Convoca una eleccion especial en la Ciudad
para celebrarse el martes, 6 de novie�bre de 1979, consolidada con la Elecci6n
General de Distrito Escolar para celebrarse en la misma fecha. E1 motivo de
haber convocado dicha eleccion es Za colocacio❑ en la boleta electoral de la
siguiente Proposicibn:
SF.CCION 304 Oficial Presidente, Alcalde.
(c) Compensacidn. E1 Alcalde debera� recibir un sueldo anual de doce
mil ddlares ($12,000) por ano, pagadero en incrementos de mil d3lares ($I,000)
por mes, y debera recibir reembolsos a la orden del Concejo por viajes y otros
gastos aprobados por el Concejo al desempenar funciones oficiales fuera de la
Ciudad, y ademas debera recibir la cantidad de cincuenta dolares (S50) por
mes, considerandose dicha cantidad como reembolso por otros gastos en efectivo.
E1 Concejo Municipal tambien puede disponer, por resolucion, el reembolso al
Alcalde de una cierta cantidad por mes, en reconocimiento de exigencias y gastos
adicionales i.mpuestas en y contraidos por el Alcalde.
E1 sueldo estipulado por la presente podr> aumentarse anuaLnente mas
alla de dicha cantidad por una ordenanza o ecuaienda a la misma promulgada por
el Concejo Municipal en conformidad con los limites expuestos en el Codigo de
Cobierno del Estado de California para aumentos anuales en la compensacion de
miembros de concejos municipales.
